RE3: Proposal of provisions for PTI scan tools

Proposal to insert new clauses to section 8 of the Consolidated Resolution on the Construction of Vehicles (R.E.3) to add provisions 8.40.1. through 8.40.9. establishing requirements for:

Periodic technical inspection of vehicles, including verification of proper condition and functionality through testing equipment, electronic vehicle interface, scan-tools and manual/visual inspection,
access to in-vehicle data without changing approved vehicle design or affecting software integrity, functionality of installed safety systems, and cyber security measures,
manufacturer provision of technical information for testing equipment, electronic vehicle interface, scan-tools and methods,
vehicle construction providing access to Diagnostic Trouble Code with regard to identify failure of vehicle, equipment and parts,
definition of failure,
requirement that Diagnostic Trouble Code be accessible by scan-tools compliant with international standards without manufacturer-specific, user-specific, or tool-specific restrictions,
cyber security measures not affected,
application limited to authorized test centers and workshops.

UN R182: Proposal on priorities for a 01 series of amendments

Reference Number: DDADWS-10-05

Proposal to:

Add microsleep detection capability to DDAW systems,
Require DDAW or equivalent monitoring when partial automation is active,
Define broader driving conditions for effective operation including unmarked roads and direct lighting,
Establish DDAW functionality under driver occlusions such as sunglasses,
Set requirements for drowsiness warnings and acknowledgement by drivers,
Enhance test methodology including continuation after first warning and demographic diversity,
Establish mandatory drowsiness warning threshold at KSS level 8 with optional soft warnings at KSS levels 6–7,
Introduce time-based penalties for delayed detection of drowsiness,
Include specificity and positive predictive value as performance metrics.

UN R79: Proposal for a Supplement to the 03, 04 and 05 series of amendments

Reference Number: GRVA-26-38

Proposal to amend GRVA/2026/34 proposing to amend para. 5.6.1.2.7. to modify the specified maximum RCP operating range from 6 m to 10 m, with provision to extend to a maximum of 15 m if direct line of sight between the remote-control device and the vehicle is ensured. The justification notes that RCP systems with extended ranges are already offered in large markets without regulatory limits, that radio wave-based ranging requires safety margins reducing effective usable range, and that increased range would reduce blind areas behind vehicles and allow drivers to better monitor surroundings while manoeuvring, reducing risks and increasing overall safety.

UN R13: Proposal to amend GRVA/2026/35

Reference Number: GRVA-26-37

Proposal to amend Annex 8, paragraph 2.8. to establish performance-based requirements ensuring continuous trailer immobilisation during service brake pressure depletion. The amendment requires that when a trailer is uncoupled and the park brake control is released, braking forces from combined service and parking braking systems shall hold the laden trailer at any time when service brake energy reservoir reduces from 850 kPa to 0 kPa, and that adequate overlap between service brake and spring brake functions be ensured so no loss of holding capability occurs during pressure depletion.

GTR 26 and UN R185 Guidance and Interpretation Document

Reference Number: GRVA-26-09/Rev.1

Consolidated revision of the working document on guidance and interpretation document for GTR 26 and UN R185 on Automated Driving Systems (GRVA/2026/24). The document facilitates interpretation of ADS requirements when applied to particular ADS vehicles, provides guidance on evidence for requirements, and helps harmonize application across manufacturers and authorities. It addresses definitions, application for approval, approval procedures, ADS performance of the Dynamic Driving Task in nominal, critical, and failure situations, interactions between ADS and users, safety management systems, test environments, safety cases, and post-deployment safety monitoring.
