Proposal to introduce provisions for the approval of universal belted and specific-to-vehicle belted child restraint systems. The proposal also introduces provisions for lower tether straps. This proposal represents the culmination of the “Phase 3” amendments prepared by the CRS informal group. This amendment concludes the three-phased program to develop a new UN Regulation for CRS to supersede UN R44.

Proposal to

1. require that the shoulder strap positioner, if any, and the buckle open independently of each other in order to satisfy the requirement that the buckle can be opened by a single action;
2. align end-user information provisions with that adopted for UN R44;
3. reinsert text omitted during the transcription of the adopted texts of Supplement 3 to the 01 series of amendments and Supplement 2 to the 02 series of amendments; and
4. harmonize airbag warning labels regarding the correct use of a child restraint system in a seating position equipped with an activated frontal airbag in order to prohibit the display of additional information unrelated to child safety.

Proposal to

1. introduce new and modified labeling and to clarify packaging information to distinguish between forward-facing-only, rear-facing-only, and convertible CRS in order to reduce the risk of users misusing these enhanced CRS
2. clarify that assessment of the DE plane only applies to rearward-facing Child Restraint Systems (CRS) in UN Regulation No. 44 and therefore does not apply to forward-facing child restraints that maintain structure of the child restraint behind the head of the dummy
3. specify the dimensions of the approval number
4. update i-Size universal ISOFIX, Specific Vehicle ISOFIX, i-Size Booster seat and Specific Vehicle Booster seat numbering (omitted in WP29-2018-045)
5. rearrange the dimensions mark for arrangements of the approval mark where used in combination with the module mark
6. change the 145 cm stature of the Specific Vehicle Booster seat to 150 cm stature as this is the correct upper limit, and
7. clarify that Conformity of Production assessments shall be conducted under the same requirements as those of the original approval or, if applicable, the extension of the approval.

Proposal from GRSP to clarify the application of the dynamic test procedures and specify the installation configurations to be tested.

Proposal from GRSP to clarify assessment of head containment injury criterion.

Proposal to clarify the requirements for monitoring the chest deflection of the Q10 dummy and for correct measurement of the location of the thoracic spine, to amend the existing procedure that measures the prescriptions of the minimum sitting height for booster cushions, and to correct editorial errors in the text of the Regulation.

Proposal to amend the current support leg volume to improve the compatibility between the support leg volume and the Child Restraint Fixtures used for assessing the external dimensions of an Enhanced Child Restraint System (ECRS), harmonize the vertical excursion limit for Q3 and Q6 dummies, update the references to EN Standards for toxicity and flammability, clarify the approach used in the production-qualification testing phase, and make editorial improvements.

Proposal to to clarify the single belt route principle mentioned in paragraph 3.2.2. and to restrict use of the colour green exclusively to the marking belt route indicators.

Proposal to clarify the conditions under which Enhanced Child Restraint Systems must be tested in a vehicle body shell and to allow installation of a dummy protective device on the UN R129 bench in the dynamic frontal test with a universal booster cushion.

Proposal to clarify the prerequisites for the granting of type approval numbers for “Enhanced Child Restraint Systems”.

Proposal to remove the prohibition on use the Unique Identifier per the WP.29 decision to change the default application of the UI from a requirement (requiring prohibition in cases where UI does not apply) to a permission (requiring an affirmative statement that UI may be used under a Regulation).
