This supplement concerns child restraint systems comprised of a base fixture to which a portable shell can be attached. The base fixture is attached to the vehicle by the ISOFIX anchorages in the seating position and the shell attached to the base. However, since the shells may also be designed for use without the base fixture in a configuration where the shell is secured by the adult safety belt of the seating position, this supplement would enable type approvals under UN R129 for this configuration.

Proposal to define provisions for “Integral” and “Non-Integral” Enhanced Child Restraint Systems (ECRS). “Integral” refers to systems where the child is restrained only by components which comprise the ECRS (e.g. strap harness, impact shield, etc.), and not by means connected directly to the vehicle (e.g. adult seat belt). “Non-Integral”, then, refers to systems where the child is retained by use of the adult seat belt connected directly to the vehicle. Proposal to amend UN R129 in line with the proposal to amend UN R14 (document GRSP/2017/8) in order to separate child restraint provisions (including ISOFIX anchorage provisions) into a new UN Regulation. The ISOFIX amendment to UN R14 has been introduced to facilitate the establishment of the International Whole Vehicle Type Approval (IWVTA) regulation by limiting the scope of UN R14 to adult safety belts.
The proposal also incorporates amendments developed by the CRS informal group to enable the type approval of integral and non-integral Enhanced Child Restraint Systems equipped with an impact shield.
Lastly, the proposal introduces a provision to prohibit use of the Unique Identifier allowed under Revision 3 of the 1958 Agreement as an alternative to the current approval mark. In the case of child restraint systems, the approval mark contains important information for users.
