Proposal to align the Russian text with the original English text. In the English versions, the title of Annex 1 (Communication concerning the approval or extension or refusal or withdrawal of approval or production definitely discontinued of a retreading production unit pursuant to Regulation No. 108) is essentially identical to that use for Annex 1 of UN R109. Therefore, this proposal amends the title of Annex 1 in the Russian version of UN R108 to coincide with that of the Russian version of Annex 1 in UN R109.

Description
|
Germany reviews problems with applying UN specifications for the marking of winter tyres, covering disparities in definitions and performance requirements across the tyre regulations (UN R30, R54, R75, R106, R108, R109 and R117). Therefore, Germany proposes that GRRF work to resolve these disparities and offers two possible solutions: 1) Introduce the definition of "Snow tyre for use in severe snow conditions” and the related performance and marking requirements established under UN R109 and R117 into UN R30, R54, R75, R108, and (possibly) R106; 2) Amending UN R117 to extend the scope of its snow performance criteria to additional tyre classes and categories, such as special tyres (POR, MPT), all terrain (AT) tyres, and retreaded tyres for passenger cars.

57. Following the suggestion of the WP.29, the secretariat introduced GRRF-78-04 containing a list of definitions in the Regulations under the responsibility of GRRF. The Chair of GRRF recalled GRRF‑76‑03 and noted that no follow-up action was defined. The secretariat announced that it was looking for a central and suitable location on the website to collect this useful information.
47. The expert from ETRTO presented GRRF-82-21 collecting the definitions in UN Regulations on tyres. He added that doing this review, they noted some possible harmonization of definitions across the Regulations. They invited the delegates to review the document and to indicate whether GRRF would support amending the Regulations in order to harmonize the definitions when relevant or develop a Resolution containing definitions. GRRF agreed to keep this document on the agenda of the next session.

48. The expert from Germany introduced GRRF-83-05 looking for guidance on the possibility to develop snow tyre provisions for all tyres and vehicles categories as it was already existing for snow tyres of category C1, C2 and C3 for vehicles categories M and N by amending all relevant Regulations or by amending the scope of Regulation No. 117. The expert from Japan and the Russian Federation volunteered to contribute to the work item proposed by Germany. GRRF requested to add an agenda item dedicated to snow tyres on the agenda.
12. The expert from ETRTO introduced a new Supplement to UN Regulation No. 30 and an accompanying transitional provision (paragraph 11.4.) that would delay for three months the mandatory application of the Supplement (ECE/TRANS/WP.29/GRBP/2020/3). In particular, he proposed excluding tyres with radial and run flat structure from the dimensional requirements after the load speed endurance test (GRBP-71-07). Various experts commented on the proposal and suggested modifications (GRBP-71-30). Finally, GRBP adopted the proposal, as contained in Annex VI, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2020 sessions as Supplement 22 to the 02 series of amendments to UN Regulation No. 30.
13. GRBP noted that the adopted transitional provision 11.4. does not contradict the WP.29 Guidelines for regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/WP.29/1044/Rev.2). At the same time, several GRBP experts expressed concerns about the rationale given by ETRTO for this provision which was the delays in issuance by the United Nations Office for Legal Affairs (OLA) of depository notifications about the entry into force of amendments to UN Regulations. GRBP was of the view that this is a general problem that affects all UN Regulations and other WP.29 Working Parties as well. Therefore, GRBP requested the Chair to raise this issue at the next session of the Administrative Committee for Coordination of Work (AC.2).
