Terms of Reference establishing the IWG on A-LCA under GRPE to develop an internationally-harmonised procedure to determine the carbon footprint of different automotive technologies from production to use and disposal as a resolution under WP.29. Working items include defining scope, inventory analysis methodology, and A-LCA report format. The group’s mandate ends in December 2026 with possible adoption of the UN Resolution by WP.29 in November 2026. The IWG is open to all experts from any country or organisation of WP.29, chaired by Japan and Republic of Korea, with technical secretaries from OICA, E-Mobility Europe and Japan.
The A-LCA IWG proposes to enter an Information/Technical Exchange phase following the 95th GRPE session, with activities including reference to currently available methodologies, maintenance of the compile document, study of methodologies to check linearity of GHG emissions against vehicle maths in the same LCA family, and any other items proposed by members. The IWG will report status during every GRPE session. Phase 2 is planned from October 2026 to April 2027, with a request for extension of one year once GRPE recognises a clear time schedule for A-LCA methodology development.
Agenda items include review of meeting minutes, overview of amendments to Brakes GTR 24 and UN R179, HD brakes and inertia considerations, projects on tyres and brakes including brake emissions from Phase 2 of the DfT Brake and Tyre Emissions Programme and characterization of brake particle emissions from electric vehicles, preliminary results of CPC inter-laboratory exercise on calibration materials, and any other business.
Draft amendments to the proposal to improve and correct the procedure for measuring laboratory brake emissions on light-duty vehicles (GRPE/2026/30). The document establishes scope and application for vehicles of category M₁ and N₁, defines abbreviations and symbols, sets compliance requirements with emission limits for PM10, and specifies test procedures including cooling adjustment, brake bedding, and emissions measurement sections using the WLTP-Brake cycle. It addresses brake corner emission families, type approval requirements, conformity of production testing at least once every 12 months with statistical pass/fail decision charts, and conformity assessment through verification procedures.
Draft amendments to the proposal to include testing of vehicles with limited speed (GRPE/2026/32). The document provides specifications for brake emissions testing including test-system requirements, climatic conditioning, brake dynamometer setup, sampling procedures, and data analysis methods for measuring particulate matter and particle number emissions from friction brake systems on light-duty vehicles.
Provisional agenda for the 35th meeting of the AVRS Task Force scheduled for 12 October 2026, including adoption of agenda, review of minutes from the previous meeting, discussion of a proposal for a Supplement to the 02 and 03 series of amendments to UN R154, discussion on ADS vehicles and their energy consumption and continuation of the Task Force mandate, a status report on GRPE-95, and any other business.
Presentation of industry guidelines for life cycle assessment of passenger cars and parts developed jointly by OICA and CLEPA members. Guidelines establish common global methodology for LCA data exchange including functional unit definitions for passenger cars and declared units for parts, primary and secondary data requirements, chain of custody aligned models, energy modelling approaches, representative vehicle and part group concepts, and primary data share indicators for business-to-business reporting.
Proposal to amend GTR 25 by modifying requirements for State-of-Certified Energy (SOCE) monitors, battery performance, and in-use verification procedures for heavy-duty electrified vehicles. The amendment refines test procedures for usable battery energy determination through four methods (Methods 1a, 1b, and 2, and an alternative chassis dynamometer method), updates measurement requirements and accuracy specifications, clarifies vehicle selection criteria during certification and Part A verification to establish worst-case configuration by highest UBE value, increases temperature tolerance during test soak to 7°C for improved applicability, revises Annex 2 to reflect additional regional regulatory requirements, and improves descriptions of test methods to enhance applicability and accuracy of results. Implementation occurs following entry into force as specified in regional provisions.
