The Netherlands has proposed to introduce a harmonized numbering system for the approvals granted according the UN regulations without the need for any changing of the type approval markings on the approved vehicles, systems, components and parts.

Discussion paper concerning the approval markings that might be used under the international whole vehicle type approval system in association with approval codes, numbers, or markings required by individual UN Regulations.

This proposal concerns documents SGR0-02-04-Rev.4 and IWVTA-SGR0-08-08, paragraph 13.4. Both documents contain provisions whereby Contracting Parties accepting approvals to earlier versions of individual regulations or accepting the absence of such approvals shall notify the UN secretariat. This proposal clarifies that this obligation applies both to parties using the Limited IWVTA (i.e., approvals to lower stringency levels) and the Universal IWVTA (i.e., approvals to the latest versions of each regulation).

Proposal from the Netherlands on behalf of the Database for the Exchange of Type Approval information (DETA) informal group. Similar to the decision to delete Commercial Name from the Document of Conformance (DoC), the DETA group proposes to remove the “Make” (i.e., trade name) and “Location of VIN”.

The International Whole Vehicle Type Approval will involve granting whole vehicle approvals based upon component-level approvals granted to manufacturers (i.e., OEM suppliers) other than the manufacturer (i.e., vehicle maker) applying for the whole vehicle approval. This document provides comments solicited from EU type approval authorities regarding the management of this system of direct and indirect application of UN Regulation approvals to a whole vehicle.

A Universal International Whole Vehicle Type Approval issued for vehicles of category M₁ under UN R0 that includes type-approval under the UN Regulations concerned shall be considered equivalent to an EU type-approval granted under Framework Regulation (EU) 2018/858. The approval authority granting EU-WVTA must confirm for all variants and versions within the EU-WVTA vehicle type the equivalence of the Part III list and that the EU-WVTA type is covered by the IWVTA class and IWVTA type.
