2.3. Intelligent Transport Systems and coordination of automated vehicles related activities

19. WP.29 noted the status report of the Task Force on Automated Vehicle Categorization presented by the GRVA Chair (WP.29-196-28), as well as two documents prepared by the Task Force with amendments to the Consolidated Resolution R.E.3 and Special Resolution S.R.1 (WP.29-196-29 and WP.29-196-30, respectively). WP.29 mandated the secretariat to reissue these documents as official documents for consideration at the next session in November 2025. Following the established practice and a recommendation of the secretariat, WP.29 invited any Contracting Party to the 1998 Agreement to become a sponsor of the amendment proposal to S.R.1.

14. The Chair of GRVA presented the Data Storage System for Automated Driving (DSSAD) guidelines (WP.29-196-09), prepared according to the prescriptions of the Framework Document on Automated Vehicles. He mentioned the current discussions with the IWG on Automated Driving System (ADS) exploring ways to incorporate DSSAD provisions in the ADS regulations in preparation. WP.29 endorsed the document and requested the secretariat to publish it as a reference document on the GRVA website.

15. WP.29 noted the status report of the IWG on ADS and the GRVA workshop on ADS presented by the GRVA Secretary (WP.29-196-10).

16. WP.29 received an interim report by FIA on their activities regarding the On-Board Authorisation Concept (WP.29-196-14), including a stocktaking study, and looked forward to receiving a final report in November 2025. WP.29 also invited all representatives to contribute to the FIA study.

17. WP.29 noted the status report of the task forces dealing with the fitness of vehicle regulations for automated driving systems (WP.29-196-15), presented by the representative of France. WP.29 noted that around 70 documents would be submitted for consideration in June 2026.

18. WP.29 noted the highlights of the Road Safety Week for Asia Pacific presented by the GRVA Secretary (WP.29-196-19). WP.29 congratulated GRVA on its achievement and thanked all stakeholders involved in the preparation of the Road Safety Week. WP.29 welcomed this outcome as it provided opportunities for GRVA to liaise with WP.1 (as requested by the Inland Transport Committee) as well as with ESCAP, the United Nations Road Safety Fund, the Expert Group Meeting on Road Safety and the Asian Highway Working Group.

20. WP.29 noted the status report (WP.29-196-25) of the IWG on Intelligent Transport System Task Force on Vehicular Communication, working on identifying priority vehicular communication use cases via a survey. WP.29 encouraged the delegations to contribute to the survey. The representative of Germany announced that they would do so.

21. WP.29 reviewed and adopted the proposal for Terms of Reference for the IWG on Artificial Intelligence as reproduced in Annex VI. The representative of Sweden highlighted the importance that GRs can continue to work with AI in an integrated manner and that it would be beneficial, when developing the guidelines, to take into account societal impacts, safety and the environment.
