Russia prepared this revision to the draft Statement of Rationale (following the 16 September 2011 meeting) to clarify its proposal for a global tire marking, addressing concerns expressed by NHTSA on the use of plant codes.

The Russian Federation proposes to introduce a “global tire marking” within the framework of the 1958 Agreement pursuant to the provisions of the Tire GTR. Russia intends this to encourage harmonization in the national applications of the GTR while enabling mutual recognition of approvals.
