UNR WLTP having features that have not been seen before in Regulations of the 1958 Agreement and GRPE therefore decided to commission this document to assist all users of this Regulation in their understanding. UNR WLTP will have 3 Levels. There are two regional Levels (contained within Level 1), and one harmonised Level (Level 2). The regional Levels reflect the current (at the time of adoption) emissions legislation in the EU (Level 1A) and in Japan (Level 1B). The harmonised level is the only level which will be accepted as part of an approval to Regulation 0 (International Whole Vehicle Type Approval – IWVTA)

Proposal to update the PMP mandate with a view to delivering the following results:

• Proposal for a new methodology for exhaust PN measurement with a d50 cut-off size reduced to 10 nm: June 2020
• Proposal for HD raw exhaust PN sampling and extension of sub-23 nm procedure to HD engines: January 2021
• Proposal for LD PN-PEMS 10 nm specifications : June 2021 (tbc)
• Proposal for a common test procedure for the measurement of particle brake emissions from conventional ICE LDVs: December 2021.

The first part of the PMP Brake Protocol for measuring brake particle emissions and addresses items using a new WLTP-Brake Cycle in conjunction with an inertia dynamometer test. The PMP Brake protocol will include three sections aiming to provide a comprehensive protocol for testing facilities:

• Inertia Dynamometer Protocol to Measure and Characterise Brake Emissions Using the WLTP-Brake Cycle;
• Part 2: Minimum Requirements and Guidelines for Sampling and Measurement of Brake Emissions for Particle Number and Particle Mass;
• Part 3: Reporting Test Results from Brake Emissions Testing.

Proposal from the Particle Measurement Programme informal group to:

• Modify the existing solid PN measurement methodology having a 50% cut-off size at 23 nm (SPN23) in order to allow the use of catalyzed volatile particle remover (VPR) and introduce minor improvements, and
• Include as a second option a solid PN measurement methodology with a 65% cut-off size at 10 nm (SPN10).

Proposal to introduce OBD2 provisions for two and three wheeled vehicles.

Proposal to update MR3 towards promoting the harmonization of test procedures for the measurement of interior air emissions emitted from interior materials and of exhaust gases entering into the interior cabin.

Proposal from the European Commission and Japan for a new UN Regulation based on discussions with the Informal Working Group on Global Real Driving Emissions.

Proposal from the Informal Working Group (IWG) on Worldwide harmonized Light vehicles Test Procedure (WLTP) to amend GTR 15 in accordance with Phase 2 of its mandate for the development of the regulation. Versions of this proposal are also available with track changes in pdf and docx formats.

Proposal to permit the use of the gaseous reference fuels described in UN R83 in order to reduce potential testing complexity.

Proposal for a new UN GTR on the determination of system power of hybrid electric vehicles and of pure electric vehicles having more than one electric machine for propulsion -Determination of Electrified Vehicle Power (DEVP)

Proposal to clarify that the correct procedure for a type I test of a hybrid electric vehicle under UN R115 shall take into account Annex 14 of UN R83.

Proposal to permit the use of the calibration and maintenance intervals from UN GTR No. 15 for test facilities capable of testing to that UN GTR.
