The amendments update footnotes across documents to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8. The document modifies provisions related to Automated Driving Systems and Advanced Driver Assistance Systems sensors, test mass specifications, logical signal transmission, acoustic characteristics, category definitions, and occupant compartment requirements across multiple regulations.

The document addresses consistency issues across multiple UN Regulations (R26, R28, R29, R34, R35, R39, R43, R45, R46, R48, R49, R134, R135, R137, R138, R141, R142, R143, R144) concerning automated driving systems. It proposes improved wording for fuel leakage provisions, foot control applicability for vehicles of category M₁, and speedometer requirements when ADS features are active. The document recommends removing duplicate definitions of ADS, DDT, bi-directional vehicle, and forward direction across regulations. It raises questions regarding application to category Y vehicles, handling of bi-directional traffic equipped vehicles, and whether requirements should apply to vehicle users or only when ADS features are active.

The agenda includes amendments to UN Regulations and GTRs regarding their fitness for automated vehicles, review of documents received for review, compilation of an informal editorial document for the 199th session of WP.29, future steps of the work, review of past open and low-priority items, discussion on future needs for ADS fitness and general regulatory fitness, and agreement on the contents of the final presentation to WP.29.

Proposal to amend para. 1., footnote 1 to update the reference to the Consolidated Resolution on the Construction of Vehicles (R.E.3.); add new para. 2.3.3.7. defining devices for Automated Driving Systems; amend para. 2.3.8. to clarify the definition of movable components; delete paras. 2.3.12. to 2.3.12.4. concerning terms and definitions related to automated driving; amend paras. 2.5.3., 2.7.4.7., and 2.7.6.1. to 2.7.6.4. to incorporate automated driving system references; insert new paras. 2.5.22., 2.7.12., 2.7.13., 3.2.10., 3.2.11., and 5.35.14. relating to direction indicator projections and driver assistance projections; insert new paras. 5.37. and 5.38. establishing general provisions and special requirements for vehicles equipped with an Automated Driving System; amend paras. 6.1.1., 6.1.4.3., 6.1.7.2., 6.1.7.3., 6.1.8.1., 6.2.4.3., 6.2.6.1.1., 6.2.6.2.2., 6.2.7.6., 6.2.7.7., 6.3.4.3., 6.3.6.1.1.1., 6.3.6.1.2.2., 6.3.9., 6.4.7.2., 6.5.7., 6.6.7.1., 6.7.9.2.1., 6.13.4.2., 6.19.4.3., 6.19.7.2.©, 6.20.7.2., 6.22.4.2., 6.22.6.1.1., 6.22.7.4., 6.22.7.5., 6.22.8.3., 6.22.8.4., and 6.26.7. to address automated driving system operation and direction indicator projections; insert new para. 6.29. with comprehensive requirements for direction indicator projections; insert new items 9.33. and 9.34. in Annex 1 regarding direction indicator projections and automated driving systems; amend Annex 5, para. 2. and paras. 2.1. to 2.4. to define seating position 1 and modify loading conditions for automated vehicles; amend Annex 14 title; and insert new Annex 18 specifying the chevron as the basic element for direction indicator projection patterns, based on ECE/TRANS/WP.29/GRE/2024/21/Rev.1, ECE/TRANS/WP.29/GRE/2025/23, and GRE-93-30-Rev.1.

UN R13 and UN R78 establish different brake system requirements for 4-wheel vehicles. R13H requires split service brake systems with front/rear proportioning; R78 permits split service brake systems, combined brake systems, or two separate service brake systems without proportioning requirements. Type-O dry braking tests differ: R13H requires engine disconnected at 100 km/h with stopping distance 0.1v + 0.0060 v² and MFDD 6.43 m/s²; R78 specifies multiple tests at 40, 60, and 100 km/h with varying requirements. Type-I brake fade tests use different snub protocols and performance thresholds. Secondary braking failure criteria differ at specified speeds. R78 requires wet brake testing, a 30 km/h dynamic park brake test with 18% gradient and 5 minutes hold time; R13H specifies static gradient tests. R78 includes detailed ABS, functional safety, and regenerative braking requirements; R13H does not.

Proposal to account for vehicles of category X and to extend its application to vehicles without driver and manual driving controls. New sections introduce definitions for Automated Driving System features (ADSF-1 and ADSF-2) and establish requirements for door closure warning systems and locking devices for vehicles equipped with ADSF-2. Vehicles of category Y are excluded from scope. Various paragraphs are amended regarding door systems, locking mechanisms, and impact definitions to address automated driving scenarios.

Results of the review of proposals for UN Regulations R28, R51, R64, R138, R141, R142, and R165 regarding autonomous vehicle readiness. Key findings include: inconsistent Mass in Running Order definitions between R51 and R138 versus RE3; unclear special testing provisions in R64, R138, and R165; need for clarification on ADS optical and logical signal transition in R64; redundant full definitions from RE3 in multiple proposals should reference RE3 via footnote instead; inconsistent ADS activity terminology across R64, R141, and R165 should be standardized; incorrect Category Y references in R51 Table 2; and definition and spelling errors in R51, R138, R141, and R165.

Proposal from the GRE EMC informal working group. The modifications extend the regulation’s scope to vehicles without driver compartments or manual controls. Changes include new definitions for ADS test configurations, updated immunity-related functions to address ADS sensor performance, and revised test conditions for vehicles with active ADS features. Additional reporting requirements for ADS systems are introduced in regulatory forms.
