RRD: Proposal to improve and clarify the text

Proposal from the SLR informal group to improve the text of the draft new UN Regulation on retro-reflecting devices (RRD). The proposal adds that the definitions in UN R48 apply unless the regulation or the vehicle-category-specific regulations (UN R53, 78, 86) specify different applicable definitions, to clarify that the construction provision and prohibition on use of paints or varnishes under paragraph 4.1.6 only apply to retro-reflectors, to correct the omission of Class F devices from the title of paragraph 5.4., and to add the water-resistance test (from UN R69 and R70) to Annex 7. The amendments, if approved, are intended to be considered with the original draft of the new Regulation sent to the November 2018 WP.29 for adoption (WP.29/2018/159).

Proposal to introduce requirements and test specifications for light emitting diodes (LED) substitute light sources, including to - introduce provisions for LED substitute light sources into Regulation No. 128;
- introduce a new category sheet PY21W/LED based on LED technology into the Consolidated Resolution (R.E.5);
- establish equivalence criteria as guidance for specifying sheets for LED substitute light source categories. (These guidelines are intended for publication, with the agreement of GRE, on the GRE website under “reference documents”, similar to criteria for new filament light sources for head lighting (GRE-77-04). In addition, these criteria are being prepared for insertion in publication IEC 60810.);
- a draft proposal to IEC concerning the cap/holder system of the LED light source category PY21W/LED, for information to GRE (GRE-80-03) only, to show the interlock feature and the differences with the cap/holder system of its counterpart filament light source category PY21W.

LSD: Proposal to introduce requirements for the use of LED substitute light sources

Proposal to introduce the following changes into the draft new Regulation on light-signalling devices: - Use of LED substitute light source(s) is allowed and does not constitute a change of the lamp type. However, lamp performances shall be tested during type approval also with the LED substitute light source. Approval of the lamp using filament light source(s) is a prerequisite for approval of the lamp using LED substitute light source(s).
- Testing with LED substitute light sources is exempted from conformity of production control.
- The technical description shall include notice that the lamp also has to be approved with the LED substitute light source(s) according to UN R128 if the applicant has so determined.
- The approval marking or the Unique Identifier as well as the category or categories of LED substitute light source(s) prescribed, if any, shall be visible.
- The indication of both the holder of the filament light source and of its LED counterpart light source, if any, shall be explicitly provided.

Proposal from the Task Force on Electromagnetic Compatibility (TF-EMC) to align UN R10 with the vehicle narrow-band limit and the latest set-ups (artificial networks, harness location, Z-folding, …) for vehicles in charging mode under the International Special Committee on Radio Interference (CISPR) 12 Standard. The proposal also introduces additional details for vehicle in charging mode operating conditions (alternative or direct current charging).

UN R128: Proposal for Supplement [8]

The current text of UN R128, Annex 4, paragraph 1.2. allows only for a decrease of luminous flux from 1 minute to 30 minutes. This has proven to be unnecessarily design restrictive as the drive electronics in a stabilized light source can lead to a slight increase in the luminous flux from 1 minute to 30 minutes. Therefore, this proposal would allow a limited increase of luminous flux from 1 minute to 30 minutes within the given minimum and maximum requirements. This proposal relates to document GRE/2018/48 retaining requirements for LR4 category light sources which would otherwise have been impacted by the present proposal.

LED substitutes: Interlock solution for the BA15-cap system
|

GRE and its Task Force on Substitutes and Retrofits proposed and GRE at its 79th session agreed to include an “interlock feature” for LED substitute light sources to prevent the misuse of these light sources. The first LED substitute category proposal is the “PY21W/LED”. A further solution has been developed by IEC cap-holder experts in IEC TC34/SC34B/WG2 by adding a “third pin” at an angle of 110° (from the reference pin) for the BA15 cap system, including the BAU15s cap prescribed for the PY21W filament light source category. This document contains the relevant cap and holder sheets for implementation in the IEC 60061 structure.
