Proposal to introduce requirements to position test dummies in the rear seating positions, including a 50th percentile male ATD in the middle position, under the dynamic test.

Proposal to update the whole vehicle approval requirements to the latest series of amendments and to add the WLTP emissions cycle (UN R154). The update would also reflect the separation of UN R116 into three regulations respectively covering vehicle locking systems, alarm systems, and immobilizers.

The WP.29 text as adopted omitted the deletion in para. 1.4.2.2.: “The front and rear zones are respectively bounded by the horizontal plane tangential to the top of the head restraint as determined in paragraph 6.5. of this Regulation.”

Analysis of a fatal crash event involving a van the lost its grip on the ice-covered road surface, crossed into the opposite lane and collided head-on with an estate car of approximately the same weight, fully laden with passengers. The investigation showed that the back of the rear seat was severely deformed, despite being reinforced and well within the regulatory strength requirements described in UN-ECE R17.
