Proposal towards reaching common understanding of the International Whole Vehicle Type Approval (IWVTA) procedure under the framework of the 1958 Geneva Agreement. This document introduces statements that may be used as legal provisions enabling effective application of the IWVTA process.

The need for a request for guidance from WP.29 on the exchange of information between Contracting Parties to facilitate implementation of UN Regulation No. 0 is stipulated in the IWVTA Explanatory Note (documents SGR0-05-03 and SGR0-05-03/Rev.1). This document is intended to explain this issue to WP.29.

This document describes the process of upgrading UN Regulation No. 0 for inclusion in the list of requirements (Annex 4 to the UN Regulation No. 0), newly adopted UN Regulations, and new series of amendments to existing UN Regulations. Once WP.29 and AC.1 be involved in this process, it is necessary to obtain the agreement of WP.29 on this process. Therefore SGR0 should submit to WP.29 a request for guidance.

Proposal for the answer to question 7 of the draft Q&A: How can a Contracting Party use the international whole vehicle type approval scheme?

This proposal concerns documents SGR0-02-04-Rev.4 and IWVTA-SGR0-08-08, paragraph 13.4. Both documents contain provisions whereby Contracting Parties accepting approvals to earlier versions of individual regulations or accepting the absence of such approvals shall notify the UN secretariat. This proposal clarifies that this obligation applies both to parties using the Limited IWVTA (i.e., approvals to lower stringency levels) and the Universal IWVTA (i.e., approvals to the latest versions of each regulation).

The intention of this document is to explain important concepts and to provide guidance for Contracting Parties in order to enable effective and consistent application of the IWVTA process. This revision incorporates discussions from the 8th SGR0 group meeting.
