108. Regarding the incorporation of the flexible legform impactor (Flex-PLI) into gtr No. 9, AC.3 noted that GRSP would consider several proposals to solve the remaining issues at its December 2010 session.
83. Agenda item 16.1, gtr No. 9, pedestrian safety. Regarding the incorporation of the flexible legform impactor (Flex-PLI) into gtr No. 9, the representative of the United States of America reported that GRSP would give priority on this proposal to solve the remaining issues at the December 2010 session of GRSP (see para. 32 above). Regarding the proposal for amendments to the gtr to exempt flat front vehicles and the proposal for a corrigendum to improve the headform test procedure, the representative of the United States of America informed AC.3 that the two proposals were recommended by GRSP, at its May 2010 session, for consideration by AC.3 at its November 2010 session.
129. The representative of Germany informed AC.3 about the ongoing activities of the informal group on UN GTR No. 9 Phase II, to solve the pending issues for the incorporation of the flexible legform impactor (Flex-PLI) in the Phase II of the UN GTR No. 9 and in the draft UN Regulation on pedestrian safety (WP.29-155-35). He announced that the first meeting of the informal group was planned to be held on 1 and 2 December 2011 tostart (i) the technical discussion, (ii) to finalize the draft terms of references and (iii) the work plan for submission to the December 2011 session of GRSP.
130. AC.3 agreed to develop an amendment to the UN GTR No. 9 (ECE/TRANS/WP.29/2011/148) sponsored by the Netherlands. The secretariat was requested to prepare a corresponding AC.3 document and to transmit it to GRSP for consideration.
8. The expert from Germany, Chair of the informal working group on UN GTR No. 9 Phase 2, introduced the terms of references and operating principles (GRSP-50-29) and the first progress report (GRSP-50-30) of the informal working group on UN GTR No. 9 Phase 2. GRSP noted that the main objective of the group should be the introduction of the flexible pedestrian legform (Flex-PLI) into the UN GTR and into the draft UN Regulation on pedestrian safety in the same time. He also asked GRSP experts to provide information on leg injuries to the informal working group. He finally informed GRSP about the intention of the informal working group to submit for consideration, to GRSP a draft proposal at its May 2013 session. GRSP adopted the terms of reference of the informal working group (contained in GRSP-50-29), as reproduced in Annex II to this report and agreed to seek the consent from WP.29 at its March 2012 session. GRSP also agreed to keep ECE/TRANS/WP.29/GRSP/2011/13 on the agenda of its future sessions, awaiting the outcome of the informal working group on UN GTR No. 9 Phase 2.
118. The representative of Germany introduced the first progress report of the informal working group (WP.29-156-11) on UN GTR No. 9 Phase 2, focusing on incorporating the flexible legform impactor (Flex-PLI). He informed AC.3 that the group was chaired by Germany, vice-chaired by Japan and that the secretariat tasks were performed by OICA. He reported that the first meeting of the informal working group was held in Geneva prior to the December 2011 session of GRSP and that the next meetings were scheduled on 28-29 March 2012 (Osaka, Japan) and on 29-30 May 2012 (Paris). The representative of United States of America reported that NHTSA was continuing the validation process of the Flex-PLI.
119. AC.3 endorsed, in principle, the terms of reference of the informal working group (see para. 32) and requested the secretariat to distribute (WP.29-156-11) with an official symbol.
86. The representative of Germany, on behalf of the co-chairs of the informal working group on UN GTR No. 9, introduced the second progress report of the group (WP.29-157-21) including a brief description about the activities of Phase 2 of UN GTR No. 9. AC.3 requested the secretariat to distribute WP.29-157-21 with an official symbol for consideration at its next session and adopted the first progress report (ECE/TRANS/WP.29/2012/58).
10. The expert from Germany, Chair of the informal working group on UN GTR No. 9 Phase 2, introduced the second progress report of the informal group (GRSP-51-25) and expressed his intention to submit it to the June 2012 session of WP.29. GRSP agreed to resume discussion on this agenda item at its December 2012 session, awaiting the outcome of the informal working group on UN GTR No. 9 Phase 2.
100. The representative of Germany, co-Chair of the informal working group on UN GTR No. 9, introduced the third progress report (WP.29-158-28). He confirmed that the schedule of the group was unchanged and that drawings of the test tool were already under examination by the experts for their inclusion in the Mutual Resolution once the draft UN GTR would be adopted. He announced the intention of the group to start the examination of injury criteria at the next meeting scheduled on 5-6 December 2012 in Bergisch Gladbach, Germany. AC.3 requested the secretariat to distribute WP.29-158-28 with an official symbol for consideration at the next session and adopted the second progress report (ECE/TRANS/WP.29/2012/120).
7. The expert from Germany, co-Chair of the informal working group on pedestrian safety introduced the third progress report of the group (GRSP-52-31), the updated terms of references (ToR) and operating principles of the informal working group (GRSP-52-32) and a first draft UN GTR for information purposes only (GRSP-52-33). GRSP endorsed the third status report of the informal working group (GRSP-52-31), adopted its new terms of reference (GRSP-52-32) as reproduced in Annex II to this report and agreed to seek endorsement from WP.29 and from the Executive Committee of the 1998 Agreement (AC.3) at their March 2013 sessions.
