UN R173: Proposal for a 02 series of amendments

Proposal to:

  • Amend para. 2.27. to define ‘ISOFIX position’ by reference to UN Regulation No. 145 requirements,
  • Amend para. 2.36. to define ‘i-Size seating position’ by reference to UN Regulation No. 145,
  • Insert para. 2.48. to define ‘Minimum effective safety-belt length’,
  • Insert para. 5.1.11. to establish minimum safety-belt length measurement procedures for vehicles of categories M2 and M3,
  • Add requirements to para. 5.2.1. for seating positions suitable for different child restraint system types,
  • Delete text from para. 5.2.2.,
  • Delete the first sentence of para. 5.3.5.,
  • Insert para. 11.3. with transitional provisions applicable from the official entry into force date until 1 September 2030,
  • Amend Annex 6, Appendix 1 and delete para. 1.2. from Appendix 2.

29. The expert from Spain recalled the objectives of the task force on Safer Transport of Children in Buses and Coaches (TF-STCBC), which had been set in the previous GRSP session (see also informal document GRSP-78-03-Rev.1). She presented first drafts of proposals for amendments to UN Regulations Nos. 145 and 173 (informal documents GRSP-79-03 and GRSP-79-04, respectively), for feedback from GRSP.

30. On the amendments to UN Regulation No. 145, answering a question from the expert of Korea, she explained that in their view there was no need to exclude N2 and N3 vehicles from the scope, even if the use of child restraint systems in these types of vehicles was not common. The expert from the Kingdom of the Netherlands suggested removing the airbag from the pictogram.

31. On the amendments to UN Regulation No. 173, GRSP discussed the convenience of using a gabarit (child restraint fixture) to determine the minimum effective seat-belt length instead of the proposed new procedure.

32. The expert from Spain requested all experts to send her written feedback so that the TF would be in a position to submit working documents for adoption to the next session of GRSP.
