UN R13-H: Proposal for Supplement 1 to the 02 series of amendments

63. During the consultations, the expert from CITA gave a brief update (GRVA-22-34) on their activities aimed to support the test of Electrical Transmission Braking technology during Periodic Technical Inspection (PTI) and the corresponding amendment proposals to UN Regulations Nos. 13 and 13-H (ECE/TRANS/WP.29/GRVA/2025/18 and ECE/TRANS/WP.29/GRVA/2025/19). The expert from OICA proposed amendments to the CITA proposals (GRVA-22-04). He recalled OICA’s concern with extending the scope of On-Board Diagnostic requirements but also admitted the benefits of PTI especially in situations where electronic systems may not be sufficient to monitor (mechanical) issues.

64. GRVA took note of the presentation by the expert of CITA (GRVA-22-34) and agreed to resume consideration of this topic at the September 2025 session.

65. GRVA agreed to remove GRVA-21-04 of the agenda for the next session and to keep GRVA-22-08 under this agenda item.

56. GRVA recalled previous discussions (see ECE/TRANS/WP.29/GRVA/2025/43 and ECE/TRANS/WP.29/GRVA/2025/44) on the necessary means to be provided by the vehicles equipped with Electric Transmission Braking System (ETBS) for the purpose of Periodic Technical Inspection (PTI) brake testing. The representative of CITA presented the outcome of discussions (GRVA-23-18/Rev.1) amongst the three NGOs: CITA, CLEPA and OICA. GRVA welcomed this collective effort and compromises made. GRVA noted and supported as a condition for adoption the paragraph in the justification section stipulating that all new vehicle approvals and extensions to existing type approval would need to comply the requirements after 24 months.
57. GRVA adopted GRVA-23-18/Rev.1 (see Annex V of the session report) and requested the secretariat to submit the draft supplement to the 14 and 15 series to UN Regulation No. 13 and draft supplement 1 to the 04 series of amendments to UN Regulation No. 13-H to WP.29 and AC.1 for consideration and vote at their March 2026 sessions.
