The expert from France introduced ECE/TRANS/WP.29/GRVA/2022/14 as amended by GRVA-13-39, aimed to require the fitment of four axles commercial vehicles over 25 tons with vehicle stability function. The expert from OICA introduced GRVA-13-23 containing an alternative proposal addressing the concern raised by the expert from France and based on their statistical review of the configuration of four axle vehicles. He presented GRVA-13-20 containing elements justifying their alternative proposal.
82. GRVA agreed to keep GRVA-13-23 and GRVA-13-39 on the agenda for the session in September 2022.
94. The expert from France updated GRVA on the development of their proposal in ECE/TRANS/WP29/GRVA/2022/14, aimed at requiring that concrete mixer truck be fitted with a vehicle stability function. He had discussed the proposal with the expert from OICA in order to identify which vehicle configuration would be relevant. The expert from OICA explained that vehicle manufactures do not produce concrete mixer trucks and that most of the concrete mixers were built on the basis of 8×4 or 8×4/4 chassis, and only very few were 8×2 vehicles. The expert from Switzerland identified that many concrete mixer trucks were vehicles of Category G, with significant roll over risk.
107. The expert from France introduced ECE/TRANS/WP.29/GRVA/2023/2, a proposal to mandate the fitment of an electronic stability function on N3 concrete mixer trucks with four axles. He highlighted that, given the difficulty to refer to “concrete mixers” in the Regulation, the current proposal was to refer to and include all vehicles with four axles and two power driven rear axles in the scope of the mandatory installation of electronic stability function.
108. GRVA adopted ECE/TRANS/WP.29/GRVA/2023/2, as amended by GRVA-15-56 as draft proposal for the 13 series of amendments to UN Regulation No. 13 (heavy vehicle braking) and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote in June 2023.
