UN R53: Proposal for a new 04 series of amendments

Proposal to limit headlamp classes in UN R53 and to ensure compatibility with the electric propulsion systems.

9. The experts of IWG SLR introduced proposals for amendments to UN Regulations Nos. 48, 53, 74 and 86 that enabled a phasing out of the installation of older lamps/devices (respectively, ECE/TRANS/WP.29/GRE/2023/3, ECE/TRANS/WP.29/GRE/2023/4, ECE/TRANS/WP.29/GRE/2023/5 and ECE/TRANS/WP.29/GRE/2023/6).

10. Subject to removal of the square brackets and keeping the text inside, GRE adopted ECE/TRANS/WP.29/GRE/2023/4, ECE/TRANS/WP.29/GRE/2023/5 and ECE/TRANS/WP.29/GRE/2023/6 and requested the secretariat to submit them for consideration and vote at the November 2023 sessions of WP.29 and the Administrative Committee (AC.1) as a new 04 series of amendments to UN Regulation No. 53, a new 03 series of amendments to UN Regulation No. 74 and a new 03 series of amendments to UN Regulation No. 86.

22. The expert from Germany tabled a proposal for a new 04 series of amendments to UN Regulation No. 53 that aimed to improve road safety by deleting headlamps of Classes A and BS from this UN Regulation (ECE/TRANS/WP.29/GRE/2022/3). The expert from Czechia proposed modifications (GRE-86-15). Several experts made preliminary comments and pointed out that they would need more time to study the proposal. GRE invited all experts to send their comments to the authors, in order to prepare a revised document for consideration at the next session.

29. The experts from Czechia and Germany proposed to improve road safety by limiting the headlamp classes and to ensure the compatibility with the electric propulsion systems. (ECE/TRANS/WP.29/GRE/2022/15). GRE generally supported this proposal, subject to correcting a reference in paragraph 11.12.6. GRE decided to postpone its submission to WP.29 and AC.1 in order to combine it with the amendment proposals being developed by IWG SLR into a new 04 series of amendments to UN Regulation No. 53.
