Proposal from GRBP to introduce a preliminary real-driving sound emissions test procedure for the purpose of collecting experience on the new test and evaluation concept, add provisions to reduce sound measurement uncertainties, to extend the transitional period until the end of 2023 for micro-vans and micro-trucks, and to otherwise clarify and improve the text.

3. | UN Regulation No. 51 (Noise of M and N categories of vehicles)

8. GRBP recalled that, on 1 July 2023, a one-year monitoring period would start for collecting and analysing test data on the Real Driving Additional Sound Emission Provisions (RD ASEP). The expert from OICA presented their views on the organization of this process (GRBP-77-14) and proposed a draft monitoring data sheet for the purposes of RD ASEP data collection (GRBP-77-15-Rev.1). GRBP noted that the Technical Services, under overall responsibility of the Type Approval Authorities, should play a key role in gathering the required data sets and sending them not less than every three months to an independent contractor selected by OICA, who would check the quality and analyse the data. OICA invited Contracting Parties to inform OICA by the end of February 2023, if they would be willing to financially contribute to the project.

9. To clarify the process of data collection, the experts from Germany and OICA proposed amendments to UN Regulation No. 51 (GRBP-77-13-Rev.1). GRBP adopted the proposal and requested the secretariat to submit it for consideration and vote at the June 2023 sessions of WP.29 and AC.1 as draft Supplement 9 to the 03 series of amendments to UN Regulation No. 51. GRBP also requested the secretariat to publish on the GRBP website, the final version of the monitoring data sheet (currently GRBP-77-15-Rev.1) which would be available in May 2023.

10. GRBP noted that the above amendments, if approved in June 2023, would enter into force around January 2024, while the data collection should start on 1 July 2023. GRBP counted on the cooperation of Contracting Parties and urged Type Approval Authorities and Technical Services to collect and transmit the RD ASEP data as of 1 July 2023. GRBP also invited WP.29, at its June 2023 session, to reiterate this request to Contracting Parties.

11. In view of the forthcoming RD ASEP monitoring, GRBP agreed to resume the activities of IWG ASEP and to extend its mandate until December 2024. At its next session, GRBP decided to review the Terms of Reference of IWG ASEP and invited experts to prepare proposals.

4.9. | Consideration of draft amendments to existing UN Regulations submitted by GRBP
133. For agenda item 4.9.2. (ECE/TRANS/WP.29/2022/84), the Chair of GRBP presented a corrigendum (WP.29-187-07) and mentioned few editorial corrections. The World Forum agreed on the proposed changes and recommended the submission of ECE/TRANS/WP.29/2022/84 to AC.1 for voting, subject to the following amendments:

Paragraph 2.24., table of symbols, lines LTR,Jref,(vTR,ref), LTR,DB,Jref, LTR,DB,Jref, LTR,DB,crs,Jref, and LTR,DB,wot,Jref, last column, for “left/ride side” read “left/right side”.

Add a new paragraph 11.13. to read:

“11.13. Supplement 7 (in particular, but not limited to Appendices 2 and 3 to Annex 3 and Annex 9) does not apply to existing type approvals, originally granted prior to the date of entry into force of Supplement 7.”

4. The expert from IWG ASEP GRBP introduced a proposal that aimed to clarify the current wording of UN Regulation No. 51 (ECE/TRANS/WP.29/GRBP/2022/3). GRBP adopted the proposal, as amended by GRBP-75-36 and subject to deletion “or later” for the ISO standard references in Annexes 3 and 8, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as a new Supplement to the 03 series of amendments to UN Regulation No. 51.

GRBP also addressed another proposal by IWG ASEP that introduced Real Driving Additional Sound Emission Provisions (RD ASEP) as a preliminary test procedure for the purpose of collecting experience on the new test and evaluation concept. (ECE/TRANS/WP.29/GRBP/2022/4). GRBP adopted this proposal, as amended by GRBP-75-37, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as a new Supplement to the 03 series of amendments to UN Regulation No. 51.

6. The expert from Norway, in his capacity of Chair of IWG MU, presented proposals that introduced a temperature- and test-track compensation for vehicle noise (ECE/TRANS/WP.29/GRBP/2022/8). GRBP adopted the proposal, subject to the a correction of the equation for the mean value of logarithms of speeds vi in Annex 3, Appendix 3, paragraph 4.3. 7. GRBP requested the secretariat to submit the proposal for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as a new Supplement to the 03 series of amendments to UN Regulation No. 51.

8. The expert of IWG MU proposed to align the entry into force of draft Supplements (GRBP-75-04-Rev.1). GRBP agreed to request WP.29 and AC.1 to postpone to their June 2022 sessions consideration of draft Supplement 7 to the 03 series of amendments to UN Regulation No. 51 (ECE/TRANS/WP.29/2022/4), in order to combine it into a consolidated proposal with the amendments mentioned in paragraphs 4, 5 and 7 above.

The expert from China proposed to extend the transitional period in paragraph 11.8. of the 03 series of amendments to UN Regulation No. 51, due to the difficulties in meeting the noise limits by microvans and micro-trucks available at the national market (GRBP-75-40 and GRBP-75-41). GRBP agreed to extend the transitional period until the end of 2023 and requested the secretariat to include this modification in draft Supplement 7 to the 03 series of amendments to UN Regulation No. 51 (paragraph 8 above). For any further extension, GRBP invited the expert from China to submit an official document to the next session.

5. The expert from IWG MU presented a proposal which reduces measurement uncertainties for the ambient conditions, vehicle selections and preparations (ECE/TRANS/WP.29/GRBP/2021/22). GRBP adopted the proposal, subject to the following correction of paragraph 2.1.3.2.2. of Annex 3: “Tests carried out on request of the manufacturer at air temperatures below 5° C shall be accepted as well”. GRBP requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as draft Supplement 7 to 03 series of amendments to UN Regulation No. 51.
