7. GRSP considered ECE/TRANS/WP.29/GRSP/2011/13 and GRSP-49-15 concerning the introduction of the flexible pedestrian legform (Flex-PLI) into the gtr. The expert from the United States of America made a presentation (GRSP-49-23) showing the outcome of a comparison research study conducted in his country between the Flex-PLI and the current lower legform. He concluded that additional research, testing and additional world fleet data is needed to address the injury criteria concerns and to justify the introduction of the Flex-PLI. The expert from Japan gave a presentation (GRSP-49-24), showing that the Flex-PLI and the current legform have a totally different structure and injury criteria. Therefore, he concluded that direct comparison between the two legforms would take misleading results. GRSP agreed that pending issues should be addressed by an informal group, co-chaired by Germany and Japan and aimed at finalizing proposals for the introduction of the Flex-PLI into the gtr and in the draft Regulation on pedestrian safety in the same time.
8. GRSP agreed to seek consent from WP.29 and the administrative Committee of the 1998 Agreement (AC.3) at its June 2011 session to mandate an informal group on the Flex- PLI. GRSP also noted the draft terms of reference of the informal group (GRSP-49-38) and agreed to refer to this group for finalization. Finally, it was agreed to resume consideration on this agenda item on the basis of a revised proposal (including ECE/TRANS/WP.29/GRSP/2011/13, GRSP-49-15 and possible amendments proposed by the informal group), if any.
8. The expert from Germany, Chair of the informal working group on UN GTR No. 9 Phase 2, introduced the terms of references and operating principles (GRSP-50-29) and the first progress report (GRSP-50-30) of the informal working group on UN GTR No. 9 Phase 2. GRSP noted that the main objective of the group should be the introduction of the flexible pedestrian legform (Flex-PLI) into the UN GTR and into the draft UN Regulation on pedestrian safety in the same time. He also asked GRSP experts to provide information on leg injuries to the informal working group. He finally informed GRSP about the intention of the informal working group to submit for consideration, to GRSP a draft proposal at its May 2013 session. GRSP adopted the terms of reference of the informal working group (contained in GRSP-50-29), as reproduced in Annex II to this report and agreed to seek the consent from WP.29 at its March 2012 session. GRSP also agreed to keep ECE/TRANS/WP.29/GRSP/2011/13 on the agenda of its future sessions, awaiting the outcome of the informal working group on UN GTR No. 9 Phase 2.
10. The expert from Germany, Chair of the informal working group on UN GTR No. 9 Phase 2, introduced the second progress report of the informal group (GRSP-51-25) and expressed his intention to submit it to the June 2012 session of WP.29. GRSP agreed to resume discussion on this agenda item at its December 2012 session, awaiting the outcome of the informal working group on UN GTR No. 9 Phase 2.
7. The expert from Germany, co-Chair of the informal working group on pedestrian safety introduced the third progress report of the group (GRSP-52-31), the updated terms of references (ToR) and operating principles of the informal working group (GRSP-52-32) and a first draft UN GTR for information purposes only (GRSP-52-33). GRSP endorsed the third status report of the informal working group (GRSP-52-31), adopted its new terms of reference (GRSP-52-32) as reproduced in Annex II to this report and agreed to seek endorsement from WP.29 and from the Executive Committee of the 1998 Agreement (AC.3) at their March 2013 sessions.
7. The expert from Germany, co-Chair of the IWG on pedestrian safety introduced the draft UN GTR No. 9 Phase 2 (GRSP-54-33) to incorporate the flexible pedestrian legform impactor (FlexPLI), as a result of the last meeting of the IWG held on 16 and 17 December 2013, prior to the GRSP proper session. He explained that the proposal superseded ECE/TRANS/WP.29/GRSP/2011/13, ECE/TRANS/WP.29/GRSP/2013/25 and GRSP-54-08, leaving pending the issues of the Injury Assessment Reference Values (IARVs) for the flexible lower legform to bumper test (para. 5.1.1) and for the tolerance of the FlexPLI mass (paras. 6.3.1.1. and 6.3.1.1.3.). The proposal received comments from the expert of the United States of America (GRSP-54-32) who questioned the lack of information concerning the above-mentioned IARVs. He stated that the draft UN GTR could not be recommended unless Contracting Parties would be allowed to choose appropriate IARVs when transposing the UN GTR into their national legislations. In response, the expert from Germany introduced GRSP-54-33-Rev.2 addressing this concern. The expert from OICA regretted the lack of agreement on this last issue which would result in a number of options, thus hampering harmonization.
8. The expert from Germany, co-Chair of the IWG on pedestrian safety introduced the fourth progress report of the group (GRSP-53-28) and announced a first draft UN GTR (GRSP-53-29), published on GRSP website for information only after the session of GRSP. He added that the group had made good progress and that it was ready to submit an official proposal to the December session of GRSP with possible pending decisions on threshold values of injury criteria. GRSP agreed to resume consideration of this subject on the basis of a proposal submitted by the IWG.
