Proposal revising an initial German proposal to reduce the risk of a person being unintentionally locked inside a vehicle by an anti-theft system. This proposal would either prohibit systems that could lock an occupant inside a vehicle (by requiring an occupant detection capability) or require warning systems (such as a horn) that can be activated from inside the vehicle even when it is fully locked.

Proposal pursuant to discussions at the 55th GRSP session to revise an initial German proposal to reduce the risk of a person being unintentionally locked inside a vehicle by an anti-theft system. Certain anti-theft systems fully lock every door and window in a vehicle and also deactivate interior unlock controls. This can lead to a situation where an occupant can be locked inside a vehicle with no means of exit save to break a window. This proposal would introduce provisions for the safety and protection of road vehicle occupants in case of the installation of such a full locking system.
