| Proposal for amendment to Regulation No. 54 and Regulation No. 117 |
| Reference Number: GRRF/2016/12 |
|
Proposal to modify the marking requirements to replace PSI with kilopascals (“kPa”). The intent is to harmonize the pressure indication and avoid confusion between UN Regulation No. 54 and US FMVSS 119 or FMVSS 139. The proposal would also change the measurement units for drum speed from min-1 to km.h-1 in alignment with the requirements with other tyre regulations and align the wording in Annex 7, Appendix 1 with the text of the Regulation. |

The current text of UN R54 does not encompass the case where a tyre designed for a “special” application can also fulfil the definition of a “snow” tyre. This proposal would allow for such tyres to be marked with the inscription M+S, M.S, or M&S while remaining in the category of use “special”. |

Proposal to amend the tyre dimension requirements. The current rules for calculating the dimensional limits are not consistent among the UN Regulations for tyres and within the Regulations themselves. Hence they lead to uncertainty in the correct calculation. The current proposal aims at unifying the calculation rules to those used in ISO 4000-1 and all major tyre standards, e.g. ETRTO, Tyre & Rim Association (T&RA), Japan Automobile Tyre Manufacturers Association (JATMA). |

Proposal to permit the “LT” marking as a prefix or suffix to align the requirements with the current practice for C2 tyres with metric size designation. The proposed text for a prefix is in line with the latest draft of the gtr on tyres. The proposed text for a suffix is necessary for tyres designed to Japan Automobile Tyre Manufacturers Association (JATMA) standards. The proposal would add new tyres for light commercial vehicles (high flotation tyres) in Annex 5 of UN Regulation No. 54. |

| European Commission study on tyre use |
| Reference Number: GRRF-79-35 |
|
The overall aim of the study is to propose policy options concerning the use of tyres for improvement of traffic safety. Centrally to this, is the idea that end users need to make the correct assessment in relation to the tyre condition in order to achieve a level of safety as high as possible. Within this context, the tyre condition is considered in relation to technical elements (tyre inflation pressure, tyre tread depth, tyre damage, tyre age, and meteorological influences) and one information element (driver awareness). The study addresses the topics of tyre usage and the impact on road safety (which are the potential safety improvements related to tyre usage from a technical perspective) and how can road users be supported to use tyres that have a better safety performance by policy options. |
