Proposal to enable application of the designation “twinned wheels” across all Category L vehicles.

The 03 series of amendments (focusing on DRL) as approved by GRE during its October 2018 session (document GRE/2018/50) changes provisions for automatic headlamps as adopted for motorcycles in 2004 (see document GRE/2003/12/Rev.1). While appropriate for vehicles equipped with DRL, the changes would reduce safety for vehicles not equipped with DRL.

1. Add references to UN R148, R149, and R150 (WP.29/2018/104/Rev.1 as amended by WP.29-177-07, and WP.29/2018/105), implementing the change index and amending the definitions (taking into consideration informal document GRE-80-05),
2. Align UN R53 with UN R148 regarding the inward geometric visibility requirements for rear position lamps (GRE/2018/28),
3. Clarify the use of direction indicators to show the status of the device for protection of a vehicle against unauthorised use and allow exterior courtesy lamps to be fitted on motorcycles (WP.29/2019/17 as amended by para. 107 of the session report and WP.29/2019/18 as amended by para. 108),
4. Align UN R53 with UN R48 and correct a mistake in a previous amendment process (WP.29/2018/86/Rev.1 andWP.29/2018/87/Rev.1),
5. Allow the use of different stop lamp activation methods, aligning the definition of “stop lamp” with UN R48 (GRE/2018/29), and
6. Introduce requirements for light emitting diode (LED) substitute light sources (GRE/2018/41).

This proposal is aimed at restoring the correct value for the vertical visibility angle requirement in the original proposal for UN Regulation No. 148.

Proposal to temporarily remove Category L vehicles from the scope of the draft cyber-security and software update processes UN Regulations.

Proposal to minimize proliferation of approval numbers from models with differences in vehicle exhaust and silencing systems.

Proposal for an approach to address the need for crash safety of car-like passenger quadricycles (L7) through UN Regulation No. 137. The proposal is to first to separate the passenger and goods L7 quadricycles and then harmonising the definition in Consolidated Resolution RE3.
