Proposal for revised transitional provisions. With fuel rails having been added to the Regulation, OICA submits that additional lead-time is needed to adapt the components and systems of current production to UN R110.

Proposed revisions to the CLEPA to introduce into Regulations Nos. 67 and 110 type approval provisions for “valve control at stop-start”. The CLEPA proposal would allow the tank valves to stay open in an active stop-start phase for CNG/LPG with stop-start engines.

Proposal to enable the use of autonomous CNG heaters for the heating of engines before the vehicle is in service.

Pursuant to the proposal to enable the use of autonomous compressed natural gas (CNG) heaters for the purpose of heating the engine coolant under UN R110, this proposal would require that the alarm system and fire suppression system (required through paragraph 7.5.1.5. as amended by Supplement 4 to 06 series of amendments) be activated as soon as the heater is in function and even if the engine is not operational.

Proposal to improve provisions for the visual inspection of CNG cylinders, LNG tanks, and their accessories. Germany has proposed (document GRSG-112-33) the prohibition of components or parts of protective housing which must be disassembled during inspection. Italy has proposed (document GRSG-112-28) that visual inspection of cylinders Include access inside any protective covers of the cylinders. Based upon field experience, OICA believes that corrosion damage between support straps, brackets, and pads and the cylinder can be readily identified during visual inspection. Such corrosion requires cylinder replacement. Therefore, OICA proposes clarifications to inspection procedures to address the German and Italian concerns.

Proposal to include transitional provisions for the alignment of UN Regulation No. 110 with ISO 11439:2013 per document GRSG/2017/31.

Proposal to delete the reference to visual inspection under the support straps of the cylinders from the text under consideration. Such inspection would require dismantling of the cylinder installations which would contravene the consensus decision to avoid such exhaustive dismantling.

Proposal to amend and clarify the need for a gas flow adjuster under UN R110 with regard to the use of carburetors and fuel injectors. A gas flow adjuster is not necessary when an electronic fuel injection system manages the air/fuel mixture and therefore should be removed from paragraph 18.3.1. An adjuster is needed when air/fuel mixture runs via a carburetor and therefore should be added to paragraph 18.3.2.

This proposal introduces transitional provisions into UN Regulation No. 110 should the proposals in document GRSG/2018/11 be adopted. GRSG/2018/11 would change the technical requirements for vehicles equipped with CNG compressors and/or accumulators and therefore would transitional provisions be applicable.

Proposal prepared by OICA per decisions by the task force on gas-fuelled vehicle regulations to resolve issues associated with periodic requalification of CNG cylinders. The proposal amends Annexes 3A and 3B, particularly to state “Contracting Parties requiring a more frequent (than every 48 months) or more stringent periodic requalification of cylinders may do so in accordance with the national or regional requirements.”

OICA comments on the NGV proposal (document GRSG/2019/28) to introduce changes/additions in the Change of Design Table to better specify appropriate test requirements for CNG cylinders with composite materials and, in some cases, to harmonize with International Standard Organisation (ISO) standard 11439.
