Proposal to amend the lateral protection device clearance distances.

To improve the effectiveness of LPDs in preventing left- or right-turn collisions, Japan intends to submit the following proposals:
1. Eliminating the exemption for semi-trailer tractors
2. Reducing the lower edge ground clearance of LPDs
3. Clarifying the upper edge structure of LPDs
4. Adding exemption to ensure BSIS requirements

Proposes additional requirements for LPD installation on vehicles equipped with blind spot information systems are specified.

Proposal to amend UN R73 on Lateral Protection Devices, amending ECE/TRANS/WP.29/GRSG/2024/38. The proposal adds safety requirements including a new definition of Blind Spot Information System referencing UN R151. Key modifications lower the minimum height of the lower edge of LPD from 550 mm to 450 mm for most vehicles, while maintaining 550 mm for vehicles with axle distance exceeding 6.5 m. The proposal includes transitional provisions and references GRSG-113-13. Japan and France submitted this based on traffic accident data showing reduced fatalities with lower LPD height requirements.

Proposal to amend the transitional provisions to exempt Contracting Parties that apply UN R73 on or after the entry into force of the 02 series from the obligation to accept approvals granted in accordance with paragraph 11.11. of the Regulation.
