India supports the purpose of the amendments to GTR No. 3 (GRRF/2014/4) and UN R78 (GRRF/2014/5) to provide same safety in the case of a failure in CBS as that of the conventional system of the two independent brakes for two wheelers. However, India believes the application of the amendments to three-wheelers requires additional consideration. Therefore, in order to proceed with amendments concerning CBS for two-wheelers, India proposes changes to the proposed text in order to allow further consideration of three-wheelers.

India noted an erroneous reference to “ESC” in the original document where “BAS” was clearly intended.

In document GRE/2014/9, IMMA proposed the use of different brake lamp activation methods and the introduction of high-mounted stop lamps to improve the conspicuity of “powered two-wheelers” under Regulation No. 53. In this document, India offers a number of editorial recommendations.

In document GRE/2014/7, IMMA proposed to introduce the possibility of interdependent lamps for dedicated motorcycle lamps as Supplement 17 to Regulation No. 50. The concern was that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features. In this document, India proposes to clarify that the installation height of the device must be less than or equal to 750 mm.

India comments on the EC proposal for a supplement to the draft global technical regulation on the "measurement procedure for two- or three-wheeled light motor vehicles equipped with a combustion engine with regard to the crankcase and evaporative emissions” and concerning test types III and IV.
