In accordance with Chapter III, Rule 7 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is the adoption of the agenda.

GRVA may wish to be briefed by the secretariat on the highlights of the June 2025 session of WP.29, regarding the activities of the Working Party on Automated/Autonomous and Connected Vehicles (GRVA) and other relevant issues.

GRVA may wish to be informed of the WP.29 discussions on Artificial Intelligence (AI) in vehicles (in the context of vehicle regulations), especially the adoption of the Terms of Reference of a new WP.29 Informal Working Group on AI in June 2025, and continue exchanging views on this topic, if necessary.

GRVA may wish to be briefed on the outcome of the recent meeting(s) of the Informal Working Group (IWG) on Automated Driving System (ADS), tasked with drafting a new UN Global Technical Regulation and a new UN Regulation on ADS by mid-2026. This effort is coordinated by the Framework Document on Automated/Autonomous Vehicles (ECE/TRANS/WP.29/2019/34/Rev.2 amended by ECE/TRANS/WP.29/2024/33) and authorized by the Executive Committee (AC.3) of the 1998 Agreement (ECE/TRANS/WP.29/AC.3/62).

GRVA may wish to update its progress report on this topic to AC.3.

GRVA may wish to be informed on the outcome of the recent GRVA Workshops on ADS, organized in accordance with Annex III to ECE/TRANS/WP.29/GRVA/18 and in line with guidance provided by the Framework Document on Automated/Autonomous Vehicles.

GRVA may wish to note the endorsement by WP.29 in June 2025 of the Guidance document on Data Storage Systems for Automated Driving and wish to receive a status report on the outcome of the last meeting(s) of the IWG on Event Data Recorder / Data Storage Systems for Automated Driving (EDR/DSSAD), if any.

GRVA may wish to consider amendment proposals to UN Regulation No. 157 (ALKS) tabled by the expert from Germany, if any.

GRVA may wish to discuss the work coordination between working parties on ADS.

(i) Fitness of UN GTRs and UN Regulations for ADS
GRVA may wish to be informed on the progress made by the Task Force on the Fitness for ADS (FADS). GRVA agreed to consider revised amendment proposals to UN Regulations Nos. 13, 13-H, 79 and other UN Regulations (Nos. 89, 90 and 140, if available) prepared by the Task Force on FADS, introducing elements that permit the type-approval of steering and braking systems of vehicles equipped with an ADS.

(ii) Vehicle subcategories for ADS
GRVA may wish to note that the proposals for amendments to the Consolidated Resolution R.E.3 and the Special Resolution S.R.1 on the basis of two official documents, including provisions introducing two new vehicle subcategories X and Y for ADS were submitted to WP.29 for adoption in November 2025.

(iii) Exchange of views on scenarios
GRVA may wish to be briefed on the outcome of the workshop on scenario catalogue proposed by the expert from France at the twenty-first session of GRVA.

GRVA may wish to consider any other proposal, if available.

GRVA will be briefed on the outcome of the recent meeting(s) of the IWG on Cyber Security and Over-the-Air (CS/OTA) issues.

GRVA adopted and submitted for consideration and vote by WP.29 and AC.1, subject to final review at its September 2025 session, the amendment proposal to the Consolidated Resolution on the construction of vehicles (R.E.3), tabled by the expert from the United Kingdom of Great Britain and Northern Ireland, as amended by GRVA-22-11/Rev.2.

GRVA agreed to resume the discussion on the inclusion of the Categories R, S and T vehicles in the scope of UN Regulation No. 155, on the basis of new documents, if any.

GRVA may wish to be informed on the outcome of the technical workshop(s) on the implementation of cyber security and software updates provisions, if any.

GRVA may wish to resume discussion on data protection and privacy-by-design as well as on access to in-vehicle data, if any.

GRVA may wish to resume discussion on the challenges related to telecommunication coverage, latency and interference and more generally about vehicles communications, if any.

GRVA may wish to be briefed on the outcome of the IWG on Intelligent Transport System and its Task Force on Vehicular Communications at their recent sessions.

GRVA may wish to consider any other proposal, if available.

GRVA may wish to be briefed on the outcome of the recent meeting(s) of Task Force on Advanced Driver Assistance System (ADAS).

GRVA agreed to resume consideration of an amendment proposal to the Remote-Control Parking (RCP) provisions tabled by the experts from CLEPA and OICA.

GRVA agreed to resume consideration of an amendment proposal to the steer-by-wire provisions tabled by the experts from CLEPA and OICA.

GRVA may wish to be briefed on the outcome of the recent meeting(s) of the IWG on Acceleration Control for Pedal Error (ACPE), including on discussion in the context of the 1998 Agreement, as authorized by AC.3.

GRVA may wish to consider any other proposal, if available.

GRVA agreed to consider a proposal tabled by the expert from the United Kingdom of Great Britain and Northern Ireland aimed to propose aligning the text of UN Regulation No. 130 (LDWS) with the already agreed one on conditions for automatic re-instatement of system at the “initiation of each engine start / run cycle”.

GRVA may wish to consider proposals for amendments to UN Regulations Nos. 130, 131 and 152, if available.

GRVA agreed to consider a proposal tabled by the expert from the United Kingdom of Great Britain and Northern Ireland aimed to propose aligning the text of UN Regulation No. 140 (ESC) with the already agreed one on conditions for automatic re-instatement of system at the “initiation of each engine start / run cycle”.

GRVA adopted amendment proposals to UN Regulations Nos. 13 and 13-H related to electrical transmission braking systems at its nineteenth session. GRVA agreed to resume discussion on the proposal for amendments to UN Regulations Nos. 13 and 13-H, prepared by the experts from the International Motor Vehicle Inspection Committee (CITA), aimed to enabling the live recording of brake demand values during Periodic Technical
Inspections (PTI).

GRVA agreed to resume consideration of a proposal tabled by the experts from the European Association of Automotive Suppliers (CLEPA) and International Organization of Motor Vehicle Manufacturers (OICA), aimed at enabling the use of a park lock type system as an alternative to a friction type parking braking system to fulfil the static requirements of UN Regulations Nos. 13 and 13-H.

GRVA agreed to resume consideration of an amendment proposal to UN Regulation
No. 13-H, aimed to clarify the existing text in order to ensure an aligned and consistent interpretation of the activation conditions for an Emergency Stop Signal (ESS), means the ESS can be generated by application of the service braking system via the Electronic Parking Brake (EPB) control.

GRVA agreed to resume consideration of an amendment proposal to UN Regulation No. 13, aimed to allow the selection of a different braking control depending on the vehicle load condition when testing the effectiveness of the secondary braking system in failure conditions.

GRVA agreed to resume consideration of a proposal for amendments to UN Regulation No. 13 aimed to insert requirements for the approval of e-trailers, tabled by the experts from CLEPA, the International Association of the Body and Trailer Building Industry (CLCCR) and OICA.

GRVA agreed to consider a proposal tabled by the expert from OICA

GRVA may wish to review amendments to UN Regulations Nos. 13, 13-H, 139 or 140, if available.

GRVA may wish to review proposals related to UN GTR No. 3 (Motorcycle brakes), if any.

GRVA agreed to resume consideration of the proposal for amendments to UN Regulation No. 78 (Motorcycle and Moped Braking), tabled by the expert from World Bicycle Industry Association (WBIA), aimed at introducing specific deceleration requirements for the Speed Electronically Power Assisted Cycles in UN Regulation No. 78.

GRVA may wish to review proposal for amendments to UN Regulation No. 78, if available.

GRVA may wish to review other proposals for amendments to UN Regulation No. 90, if any.

GRVA may wish to receive information on national or regional activities related to vehicle automation and connectivity, if any.

GRVA may wish to receive a status report on the activities of the IWG on International Whole Vehicle Type Approval (IWVTA) and subgroup activities, if any.

GRVA agreed to resume consideration of an amendment proposal to Schedule 2 of the 1958 Agreement (XI-B-16) clarifying the prerequisite for the designation of technical services evaluating management systems of manufacturers as defined in UN Regulations Nos 155, 156 and 157.

In compliance with Rule 37 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2), GRVA will elect the Chair and Vice-Chairs of the sessions scheduled for the year 2026.

GRVA may wish to follow up on the Climate Change Mitigation Strategy adopted by the Inland Transport Committee (ITC) in February 2024 and may wish to prepare reporting activities as necessary for the purpose of WP.29 and ITC.

GRVA agreed to resume discussions on the sustainability of connected and automated vehicles.

GRVA may wish to be briefed on the input from WP.29 regarding the May 2026 session envisaged to be organize in the week after the Enhanced Safety of Vehicle conference (18-22 May 2025).

GRVA may wish to update its programme of work to provide guidance to the GRVA leadership team in preparation of the Administrative Committee on the coordination of work (AC.2) sessions in November 2025.
