Proposal to clarify that overlays may only be used to convey “safety-related rearward vision information.” The proposal addresses confusion regarding circumstances under which the provision of information through overlays is permissible. The proposal also amends the French text. The overall proposal aims to make clear that overlays may convey safety information regarding the rearward environment of the vehicle and are not necessarily limited only to when the vehicle is moving in reverse. The proposal also aims to restrict the information to rear-vision safety. Other information, not related to the rear view, should never appear within the defined field of view.

The expert from OICA introduced GRSG-114-25-Rev.1, superseding ECE/TRANS/WP.29/GRSG/2018/9, which aligned the French text with the English, and which clarified the requirements of paragraph 16.1.1.3. on overlays in Camera Monitor Systems (CMS) according to the decisions of the IWG on CMS. The proposal received general support.

19. GRSG adopted the proposal as reproduced below. The secretariat was requested to submit it to WP.29 and AC.1 as draft Supplement 6 to the 04 series of amendments to UN Regulation No. 46 for consideration at their November 2018 sessions.

32. On behalf of the Task Force on Electromagnetic Compatibility (TF EMC), the expert from OICA presented a status report (GRE-79-04) and revised amendment proposals to Regulation No. 10 (ECE/TRANS/WP.29/GRE/2018/5 and GRE-79-05). The expert from India suggested a minor modification (GRE-79-21). The expert from France proposed to extend paragraph 2.12. on immunity-related functions with the aim to cover new car systems recently introduced by other Regulations (GRE-79-27). The expert from EC was of the view that the transitional provisions in ECE/TRANS/WP.29/GRE/2018/5 should be checked for consistency. He further pointed out the need to align the provisions on charging with the new GTR on safety of electric vehicles. The expert from the United States of America called for cooperation between TF EMC and IWG on Electric Vehicle Safety. The expert from OICA invited all interested parties to take part in the next TF EMC meeting in May 2018 (GRE-79-34) and/or provide their written comments to TF EMC before July 2018, to facilitate preparing revised amendment proposals for consideration at the next session of GRE.

45. The expert from EC introduced GRSP-63-31, which provides an overview of the recently adopted Revision of the General Safety Regulation and Pedestrian Safety Regulation of the European Union. He explained that among the most important items addressed by the revision, of concern to GRSP, was the extension of the pedestrian vehicle test zone to include windscreen area. He said that the adopted revision would be followed‑up by proposals to GRSP to align the UN Regulations under its responsibility.

114. The Chair of GRSG presented proposals on ECE/TRANS/WP.29/2018/123 to ECE/TRANS/WP.29/2018/126 under agenda items 4.7.4 to 4.7.7, to amend UN Regulations Nos. 46, 67, 105 and 110. The World Forum recommended their submission to AC.1 for voting.

22. GRSG noted the report (GRSG-115-40) by the expert from Japan on the progress of IWG on Awareness of Vulnerable Road Users Proximity (VRU-Proxi). He underlined that the purpose of the amendment by IWG was to provide the driver with a clear vision on the close-proximity rear area of the vehicle, when moving rearward. He added that IWG had agreed on a multimodal approach on the basis of direct or indirect vision devices (or a combination of both), camera monitor systems or obstacle detection systems. He concluded that the forthcoming meeting of IWG on VRU-Proxi was scheduled to be held in Yokohama (Japan) from 5 to 7 February 2019.

On behalf of IWG on VRU-Proxi, the expert from Japan introduced GRSG-115-39 proposing amendments to UN Regulation No. 46 to provide the driver, when moving his vehicle backwards, with a full field of vision on the rear proximity of the vehicle without any blind spots. He underlined that the group’s intention to submit the proposal as a new 05 series of amendments, subject to further considerations by IWG on the scope of application and on transitional provisions. He volunteered to prepare in due time a revised proposal for submission to the secretariat.

24. The GRSG Chair welcomed the good progress of work and invited all experts to send their comments to the expert from Japan. GRSG agreed to resume consideration of this subject at the next GRSG session in April 2019 on the basis of an official document.

Updated proposal for Class VIII field of vision and provisions for sonar systems. The updated proposal adds provisions for headrest position and draft text for transitional provisions under discussion with the VRU-Proxi Informal Working Group.
