7. The expert from ISO introduced ECE/TRANS/WP.2/GRB/2010/6 proposing the same clarification to the provisions of Regulation No. 51 as mentioned under paragraph 6 above. GRB adopted the proposal and agreed to submit it to the World Forum for Harmonization of Vehicle Regulations (WP.29) and its Administrative Committee (AC.1) for consideration at their March 2011 sessions, as Corrigendum 3 to the 02 series of amendments to Regulation No. 51.
8. The expert from ISO informed GRB on the current status of the revision of standard ISO 10844 regarding the technical changes to the specifications of test tracks for vehicle noise measurements (GRB-52-02). He volunteered to present the final text of the updated ISO standard at the next session of GRB and expected that the document would then be published in 2012. GRB agreed to consider, at its next sessions, the necessary amendments to Regulations Nos. 41 and 51 with regard to the optional and mandatory application of these updated specifications of ISO 10844. GRB noted the position of the expert from the Netherlands (GRB-52-20) on the proposed range of values for the allowable texture. The expert from ISO stated that this issue had been discussed extensively within the ISO working group. He volunteered to take care of this issue and to come back to GRB at its next session in February 2011 with a possible solution.
9. Referring to GRB-51-20 and the discussion of GRB at its previous session, the expert from OICA presented GRB-52-04 showing the considerable contribution of the propulsion system, including the traction tyres, to the vehicle noise emissions in real urban traffic, especially for commercial vehicles equipped with a high powered engine, due to the high influence of the engine torque on traction tyre noise. GRB welcomed this information and agreed on the need to amend, in this respect, Regulation No. 51. The expert from OICA was invited to prepare a concrete proposal for consideration at the next GRB session.

3. The expert from Italy, chairing the informal group on Regulation No. 41, recalled the discussion of GRB at its previous session (ECE/TRANS/WP.29/GRB/2009/3 and GRB-51-16) and reported on the progress of work made by the informal group during its meeting on 1 June 2010. Referring to the working papers available on the website http://www.unece.org/trans/main/wp29/wp29wgs/wp29grb/R41-14th.html, he informed GRB that the informal group could find an agreement on:
(a) an additional or enlarged plate;
(b) the new type approval test method for measuring the noise levels including provisions for anti-tampering; and
© the Additional Sound Emission Provisions (ASEP) including the so called mystery points.
4. He announced the informal group’s intention to finalize the draft 04 series of amendments to Regulation No. 41 and to submit the proposal, as an official document, to GRB for a detailed consideration at its next session in February 2011. For this purpose, all GRB experts were invited to send their comments at latest by the end of September 2010 to the Secretary of the informal group (erwin.segers@honda-eu.com).
5. On the new limit values for the noise emissions of motorcycles, GRB welcomed the initiative of the informal group to set up a data base to collect type approval data on current noise levels.
6. The expert from ISO introduced ECE/TRANS/WP.29/GRB/2010/7 proposing a clarification to the stationary noise testing provisions with regard to vehicles in which the internal combustion engine does not operate during the stationary conditions. GRB adopted the proposal and agreed to submit it to WP.29 and AC.1 for consideration at their June 2011 sessions, together with the draft 04 series of amendments to Regulation No. 41 (see para. 4 above).

22. The Chairman of the informal group on Camera Monitor Systems (CMS) presented ECE/TRANS/WP.29/GRSG/2010/21/Rev.1 on camera monitor systems replacing class V and VI mirrors. GRSG adopted the proposal with the removal of the square brackets in para. 6.2.2.2.1.2. and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2011 session, as draft 03 series of amendments to Regulation No. 46.
23. The CMS Chairman recalled ECE/TRANS/WP.29/GRSG/2010/22 on camera monitor systems replacing all mirrors in vehicles. The expert of OICA introduced ECE/TRANS/WP.29/GRSG/2011/5 amending the wording of ECE/TRANS/WP.29/GRSG/2010/22. The expert from ISO presented in GRSG-100-23 the progress made on the drafting of the ISO standard dealing with the technical requirements of camera monitor systems, which should be completed by the end of 2013. GRSG agreed to consider again this item at its next session on the basis of a revised version of ECE/TRANS/WP.29/GRSG/2010/22 prepared by the CMS Chairman, taking into account the comments made by OICA.
24. The expert from the United Kingdom proposed ECE/TRANS/WP.29/GRSG/2010/29/Rev.1 and GRSG-100-26 to reduce the blind spot on the passenger side of N2 and N3 vehicles. A number of experts requested more time to study the justifications provided in GRSG-100-26. GRSG agreed to consider again ECE/TRANS/WP.29/GRSG/2010/29/Rev.1 at its next session and agreed to keep GRSG-100-26 as reference document.
25. The expert from OICA proposed in ECE/TRANS/WP.29/GRSG/2011/12 to align the provisions on external projections of rear view mirrors with those of Regulation No. 26 (External projections). GRSG noted a number of comments, in particular from France and agreed to consider again this proposal at its October 2011 session.

Mr Petit provided an update on the progress on the development of the ISO/WG6 WorldSID 50th injury risk curves (PSI-02-15). Mr Petit advised that the ISO/WG6 had agreed to use the survival analysis statistical method to construct the injury risk curves. To enable injury criteria limits to be finalised the ISO/WG6 will now need to establish the most suitable injury risk predictors for each body region (e.g. pelvis injury risk could be predicted by 3ms pelvis acceleration and/or pubic force) and the recommended thresholds. The same process would need to be followed for the WorldSID 5th. WG6 would meet again in May.
Mr Belcher presented data (2000-2009) on fatalities and serious injuries in Victorian (Australian state) side impact crashes by occupant age (PSI-02-16). It was noted that the 45 year age, which is currently used for the age scaling of current side impact dummy injury risk curves, exceeds (by age) around 85% of Victorian pole/tree side impact crash fatalities, but only around 50% of other side impact fatalities.
Mr Ridella presented a summary of an UMTRI investigation of the effects of occupant age on AIS 3+ injury outcomes (PSI-02-17). Mr Ridella undertook to investigate with UMTRI the possibility of separating pole side impacts from other side impacts in the data presented in this study. In response to a question from Ms Tylko, Mr Ridella indicated that while it would decrease the number of available cases, it was possible to identify contact point in the NASS data base.

The ISO working group presented the status of their activities to develop injury risk curves for the 50th male and 5th female dummies. In addition to upcoming web meetings, a face-to-face meeting will be held in November 2011 in conjunction with the Stapp Conference.
For the 50th male, all the curves are ready, but the group still needs to assign AIS levels and determine the best measurements to use to predict risk of injury. Additionally, the group is finalizing recommended guidelines to build injury risk curves, which were evaluated using the WorldSID 50th samples. It is expected that ISO will approve the final version of the guidelines and risk curves at their November 2011 meeting. A vehicle manufacturer requested that the WorldSID group agree to preliminary injury risk curves for the 50th to aid those that are testing, by having a standard performance metric. The group did not feel that they had enough information to make these recommendations at this time.
For the WorldSID 5th female, the scaling of test conditions to build the risk curves is the group’s main tasks. Transportation Research Labs (TRL) will conduct work on the effects of the different normalization possibilities, as sponsored by the European Commission. The group needs to find consensus on the scaled test conditions to be used before testing can start. NHTSA plans on conducting some of testing in the second half of 2011. Additionally, TRL will conduct some testing with a borrowed 5th female. Medical College of Wisconsin (MCW) also offered to conduct some testing, if they can borrow a dummy. Transport Canada offered their 2 dummies for loan. Once data for all the test conditions are available, the group can begin building the injury risk curves using the guidelines developed for the 50th male.

33. The expert from EC introduced ECE/TRANS/WP.29/GRRF/2011/12 improving the current wet grip test method. The expert from ETRTO proposed GRRF-69-23 improving the wording of the EC proposal. Furthermore, the expert from ETRTO presented in GRRF-71-10 scientific data supporting ECE/TRAN/WP.29/GRRF/2011/12. The expert from Germany questioned the use of references to private standards, such as standards of the American Society for Testing and Materials (ASTM), which are not publicly available. The GRRF Chair offered to seek guidance from WP.29 on this horizontal issue. GRRF adopted ECE/TRANS/WP.29/GRRF/2011/12 as amended in Annex IV and agreed to send it to WP.29 and AC.1 for consideration at their March 2012 sessions, as part of draft Supplement 1 to the 02 series of amendments of Regulation No. 117, subject to a final review by GRRF at its February 2012 session (see also para. 35).
34. GRRF followed with interest the presentation (GRRF-71-06) made by the expert on behalf of ISO on a new test method for wet grip for buses and truck developed by ISO. Further information can be provided by Messrs. G. Dimitri (georges.dimitri@fr.michelin.com) or A. Dryden (dryden@iso.org).
35. The expert from ETRTO presented ECE/TRANS/WP.29/GRRF/2011/30, GRRF-71-04 and GRRF-71-12 introducing a new method for defining C3 snow tyres. GRRF adopted ECE/TRANS/WP.29/GRRF/2011/30 as amended by Annex IV, and agreed to send it to WP.29 and AC.1, for consideration at their March 2012 sessions, as part of draft Supplement 1 to the 02 series of amendments of Regulation No. 117 (see also para. 33), subject to a final review by GRRF at its February 2012 session, as well as the review of the proposal by the Working Party on Noise (GRB).
36. Due to lack of time, GRRF agreed to consider, at its next session, ECE/TRANS/WP.29/GRRF/2011/29 and GRRF-71-11 on an alternative to define C2 snow tyres. Following the adoption of ECE/TRANS/WP.29/GRRF/2011/30, GRRF agreed to remove from the agenda GRRF-71-09 combining ECE/TRANS/WP.29/GRRF/2011/29 and ECE/TRANS/WP.29/GRRF/2011/30.
37. GRRF agreed to consider GRRF-71-29 with an official symbol at its next session.
38. The secretariat was requested to inform GRB about the outcome of the GRRF discussion on Regulation No. 117.

10. The expert from CLEPA introduced GRB-54-09 proposing the inclusion of the additional sound emission provisions (ASEP) also into Regulation No. 59. The proposal received comments from GRB experts, such as the deletion of the proposed tolerance of 4 dB(A), unless technical rationales are provided for justification. GRB agreed to resume discussion at its February 2012 session on the basis of a revised proposal tabled by the expert from CLEPA.

However, some GRB experts suggested further technical assessment of the proposed alternative method to the next GRB sessions. The Chair of GRB suggested that this update should concern Regulation Nos. 9, 41, 51, 59, 63, 92 and 117. GRB noted a number of comments and agreed to resume discussion on this agenda item at its February 2012 session on the basis of a concrete proposal including transitional provisions.
5. The expert from the Netherlands recalled the information (GRB-54-13) given at the thirty-sixth session of GRB concerning the significant site to site variation of low noise ISO tracks.

6. See also, para. 20, concerning the updating of the requirements on the noise test track from ISO 10844:1994 to ISO 10844:2011, GRB agreed to defer discussion on ECE/TRANS/WP.29/GRB/2012/16 and ECE/TRANS/WP.29/GRB/2012/17 to its February 2013 session.
7. The expert from OICA introduced ECE/TRANS/WP.29/GRB/2012/8, consolidating a proposal of 03 series of amendments to UN Regulation No. 51. The proposal received comments from the expert of ETRTO (GRB-56-16) proposing to change the vehicle test conditions of Annex 10 of UN Regulation No. 51. GRB noted that the proposed changes (GRB-56-16) have already been adopted as Supplement 8 to the 02 series of amendments and agreed to amend ECE/TRANS/WP.29/GRB/2012/8 accordingly. Moreover, the expert from the Netherlands introduced GRB-56-12 proposing a new layout for the communication form. GRB agreed to resume consideration at its February 2013 session on ECE/TRANS/WP.29/GRB/2012/8 on the basis of a revised document prepared by the expert from the Netherlands in cooperation with the experts from CLEPA and OICA. GRB recommended experts to provide detailed comments.
8. GRB considered and adopted GRB-56-03 as reproduced in Annex II to this report, amending the figure for measuring positions of vehicles in motion. The secretariat was requested to submit the proposal to WP.29 and AC.1 for consideration at their March 2013 session as Supplement 9 to the 02 series of amendments to UN Regulation No. 51.
9. Finally GRB considered GRB-56-06, tabled by the expert from China, introducing amendments to the test method. He introduced GRB-56-09 for information, showing the difference among the test methods in UN Regulation No. 51, ISO 362 and the Chinese standard (GBI1495-2002) and GRB-56-22 as a justification to the proposed amendments to the test. The expert from OICA suggested that such relevant outcome of research should be brought together with those from other Contracting Parties to the 1958 Agreement (i.e. European Union) to keep UN Regulation No. 51 relevant worldwide. GRB agreed to resume discussion at the February 2013 session on a possible official proposal (based on GRB-56-06) tabled by the expert from China in cooperation with the expert from ISO.

3. GRB noted ECE/TRANS/WP.29/GRB/2012/5, tabled by the expert from the Russian Federation, to provide harmonized definitions on vehicle type concerning noise, the terms noise and sound. The expert from IMMA expressed a reservation (GRB-56-08) on the proposal as a whole arguing that the introduction of new definitions would be premature, taking into account the recent publication of Revision 2 of UN Regulation No. 41. GRB agreed to resume consideration on this proposal at its February 2013 session on the basis of further information provided by the expert from the Russian Federation.
4. GRB considered GRB-56-04, introduced by the expert from ISO, updating the text concerning the test site of the UN Regulation with the latest amendment of ISO Standard 5130:2012. The proposal received comments from the expert by Germany who suggested more objective criteria in verifying the level of porosity of the test site. GRB agreed to resume consideration on this subject on the basis of a revised proposal voluntarily prepared by the expert from ISO.
5. The expert from IMMA sought GRB’s clarification on paragraph 8.2. on the conformity of production tests, specifically: whether the 1 dBA allowance was applicable to the maximum A-weighted sound pressure level representing urban driving (Lurban) and to the sound pressure level in wide open throttle (Lwot). GRB agreed that currently paragraph 6.2.3. (specification regarding sound levels) clearly stated that the difference between Lwot shall not exceed the limit value for Lurban by more than 5 dB and if the +1dB was applied to Lurban, as given in Annex 6, then this additional +1 dB allowance was automatically also applicable to Lwot value.

4. GRB also resumed discussion on GRB-56-04, tabled by the expert from ISO, updating the text of the UN Regulation concerning the test site with the latest amendment of ISO Standard 5130:2012. The expert from ISO announced that the objectivity of the criteria in verifying the level of porosity of the test site had been clarified with expert from Germany and that a revised proposal was not needed. GRB agreed to resume consideration on this subject at its next session and requested the secretariat to distribute GRB-56-04 with an official symbol.

Ms Tylko presented an ISO WorldSID 50th Task Group update (PSI-06-08).
Ms Tylko explained that material changes are required for a number of dummies, not just WorldSID. A replacement for the Ureol used for the WorldSID 50th head skull and pelvis iliac wings has been identified and is in production at Humanetics ATD. A suitable replacement has not yet been identified for the Hyperlast foam used in the pelvis flesh. All dummy families will require vinyl flesh changes in the next 2-4 years. It is the expectation of the ISO group that a suitable replacement material should not significantly change the dummy performance and the ISO task group will be coordinating a limited number of biofidelity tests to confirm this for each replacement material.
Ms Tylko explained that the upper front edge of the WorldSID 50th and 5th pelvis flesh can sometimes interfere with the lower abdominal rib when the dummy is in an upright seating position/posture. Several organisations have run pendulum and sled tests with and without WorldSID 50th pelvis flesh interference to investigate the influence interference could have on the magnitude and repeatability of the lower abdominal rib deflection responses. The no interference condition was created by cutting away some of the WorldSID 50th pelvis flesh. Results showed that this made less than 2-3mm difference to the deflections and there was no increase in repeatability for the modified cut away pelvis. The ISO task group is therefore recommending the WorldSID 50th pelvis not be changed.
Ms Tylko advised that pelvis tests on newer dummies typically produce results close to the edge of the corridor. The corridor will be modified so that the population of dummies produce results close to the middle of the corridor. It is not unusual to modify corridors to suit the dummy population. The current version of the dummy is build level E. Build level F will be available soon and will include the updated pelvis iliac/skull material. However, build level F will not include 2D-IRTRACC or a replacement material for Hyperlast foam. The current 2D-IRTRACC design has had some durability and data quality issues. A new 2D-IRTRACC exists, but needs to undergo durability testing first and will therefore not be included in build level F.
Mr Jensen advised that the ISO Task Group was not intending to develop a single rib certification test. Single rib certification tests have been investigated previously for other dummies, but can be problematic and would not necessarily make the dummy better. Data will be collected and used to narrow the WorldSID 50th pelvis certification corridors.
Ms Tylko explained that the ISO seating procedure for the WorldSID 50th male dummy is likely to take at least 12 months to progress through the ISO ballot process. It may be possible for the draft document to be circulated to members of the pole side impact GTR informal group.
Ms Versailles was concerned about referencing a standard that needs to be purchased in the GTR. Ms Versailles explained that NHTSA must put documents referenced in FMVSS standards on file at the federal register and that these are accessible under freedom of information.

Principles of ECE-Regulation (Japan)
The principles of this document were explained by Mr. Ishihara. They seem to be acceptable to the group.
Public consultation on outline proposals for a Regulation of the European Parliament and the Council on Advanced Safety Features and Tyres (CLEPA). The document was distributed without detailed discussion.
Time Based Warning (TBW) – For constant Tyre Pressure and CO2 reduction (BMW). Mr. Hein (BMW) introduced this proposal as a short term solution without jeopardizing middle or long term solutions.
UNECE R64: RFT & RFWS Tyre Industry Position (ETRTO) Low pressure warning of run-flat-tyres is of great concern for the tyre industry with regard to product liability (2001/95/EC). Warning thresholds need deliberate discussion.
Notes for UNECE Informal GRRF Ad-Hoc TPMS WG Meeting in Bonn on Nov. 28&29, 2007 (CLEPA). Experts from Schrader Electronics and Siemens VDO presented a first draft for a cost/benefit-analysis of TPMS. This draft is based on data from USA.
Under-inflation measurements, types, standards & rules (ISO) This document shows that depending on the TPMS technical principles, under-inflation can be detected more or less easily.

The presentation which was presented during the 62nd GRRF session was shown again in order to update all delegates.
UNECE/TRANS/WP.29/GRRF – Setting up an informal group on TPMS /Terms of Reference OICA
OICA had drafted terms of reference which were discussed in detail. The group agreed on some amendments to make the text clearer and the operation principles more practicable. The amended version (Terms of reference 1.0, Status 29.11.2007) is available as document TPM-01-09. It was added that international standardisation activities shall be taken into consideration. Several questions were raised which will be matters for discussion at the next meetings. The group confirmed that in principle TPMS – requirements should be defined for all categories of vehicles but it must be sorted out if this can be done in one stage or in several stages. The situation for heavy trucks and trailers is certainly quite different from that for passenger cars.
Some experts felt that this group should develop a more.sophisticated solution from the beginning. The German government, however, is convinced that TBW is a simple solution which could be realized by the vehicle manufacturers without great problems and thus improve the situation on the road very quickly, while giving this group the opportunity to develop a more sophisticated and well balanced cost-effective solution without time pressure. The German government will therefore prepare an informal document for the next GRRF meeting to introduce TBW as a short term solution.

A review of actions and conclusions since the last QRTV IWG meeting was given:
-ISO WG42 meeting was held in Warsaw to review issues identified in ballot
comments as well as issues identified in SAE comments to NHTSA NPRM.
-A SAE/ISO meeting was held to review testing work conducted for the purpose of
evaluating the draft text for technical accuracy, practicability, and clarity.
-Testing indicates both overall SPL and 1/3 octave results can be measured and reported with sufficient precision.
-Proper treatment of modulated signals remains as an outstanding topic.
-Pitch shift can be measured and reported with sufficient precision.
-Using the maximum in each 1/3 octave band, and the overall SPL, as the basis for determining if a test facility is acceptable is a practical and feasible specification.
-Narrowband measurement indoors with simulated vehicle speed provides means to accurately and precisely identify frequency shift.
Planned future work includes:
-July-September 2013: Continuing technical evaluations
-October 2013: ISO WG42 meeting to evaluate draft text (China).
-In 2014
-Continue technical work as identified: Resolution of any identified technical issues.
-Incorporation of any comments from QRTV IWG or GRB regarding fitness for purpose.
-Expect ISO DIS document submitted for ballot in 2014.

31. The expert from Canada gave a presentation on high pressure cylinders for the on-board storage of natural gas as a fuel for motor vehicles (GRSG-106-29). He underlined the need to harmonize worldwide the test requirements for the CNG containers and proposed to align the provisions of Annex 3 to UN Regulation No. 110 with those of standard ISO 11439:2013. He added that GRSG should also consider simply inserting into Annex 3, references to ISO 11439. GRSG noted the decision of WP.29 that a reference in a UN Regulation to a private standard should not be adopted without free availability of that standard (see report ECE/TRANS/WP.29/1108, para. 39). The expert from OICA questioned the relevancy of the ISO standard, if all provisions were included into the UN Regulation. The Chair invited the gas experts to prepare an official document for consideration at the next GRSG session. The secretariat was requested to keep GRSG-106-29 on the agenda as a reference document.

6. The expert from Japan suggested that references to ISO 10844:2011 be put in square brackets for the time being and requested GRB to revert to this issue at the next session.
7. The expert from OICA briefly introduced some additional elements which had been identified by IWG on UN Regulations Nos. 51 and 59 for further consideration and possible inclusion into the 03 series of amendments to UN Regulation No. 51 (GRB-60-01). The expert from ISO informed GRB about a new version of ISO 10844:2014 which added a few editorial modifications to the previous version ISO 10844:2014 without changes in the fundamental requirements (GRB-60-17). The expert from China introduced GRB-60-10-Rev.1 and GRB-60-15 in which he suggested higher limit values and a new classification for vehicles of a specific category available on the Chinese market. GRB requested the IWG on UN Regulations Nos. 51 and 59 to consider all these additional aspects and to prepare proposals for the next session, if necessary.

16. The expert from ETRTO referred to the ongoing work of updating references to the new version of ISO standard 10844:2014 (see para. 17 below) and proposed similar amendments to Annex 3 of Regulation No. 117 (GRB-61-14). The expert of ISO recalled his presentation on the comparison between the 2014 and 2011 versions of ISO 10844 (GRB-60-17) and confirmed that only editorial modifications had been introduced without any technical changes. Thus, GRB agreed that no transitional provisions were required in this case. GRB adopted the proposal, as contained in Annex VI to this report, and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their June 2015 sessions as a draft supplement to Regulation No. 117.

26. The expert from ISO informed GRB about a new standard ISO 362-3 on indoor testing of pass-by noise (GRB-60-09). The objective of this new standard is to provide a basis for the official recognition of an indoor-pass-by-test for type approval of road vehicles of categories M and N. GRB noted that the indoor testing according to ISO 362-3 does not depend on climatic conditions and could become an alternative to the outdoor testing as described in ISO 362-1. GRB decided to revert to this issue at the next session and invited all experts of GRB, as well as of the IWG on UN Regulations Nos. 51 and 59, to consider if a reference to ISO 362-3 could be incorporated into UN Regulation No. 51.

26. Recalling its request at the previous session, GRSG noted the availability of ISO STD 11439:2013 and ISO 6722 (GRSG-107-28) with a condition of limited use by GRSG experts. The expert from NGV Global introduced the terms of references (ToR) for the proposed IWG to revise the provisions of the UN Regulation (GRSG-107-02), including the harmonization of provisions related to private standards. The expert from Germany suggested that the proposed ToR needed improvement and added that he did not support the establishment of an IWG that would revise the UN Regulation without a clear description of tasks. The expert from France made similar comments and raised concerns on the availability of ISO standards. The Chair of GRSG suggested the possible solution of reproducing the part concerned with ISO STD 11439:2013 into Annex 3 of the UN Regulation rather than to reference it. GRSG agreed to resume discussion at its May 2015 session on the basis of a revised proposal tabled by the expert from NGV Global. Interested experts were invited to contact the expert from NGV to complete the revised draft ToR.

50. Recalling the purpose of his justification document GRSG-107-18, the expert from OICA introduced ECE/TRANS/WP.29/GRSG/2014/24 updating the provisions on the cable test, especially the reference to international standard ISO 6722 (available in GRSG-107-28). The expert from Germany presented additional test requirements for cables (GRSG-108-09). The expert from OICA supported in principle the more stringent test requirements proposed by Germany, but raised a reservation to study the possible need for transitional provisions.
51. GRSG agreed to resume consideration of this subject at its next session on the basis of an official document, jointly prepared by Germany and OICA, including a proposal for transitional provisions, if necessary.

Referring to the final report GRSG-108-23, the expert from the Netherlands, chairing the Informal Working Group (IWG) on Camera-Monitor Systems (CMS), informed GRSG that his group had finalized the draft amendments to Regulation No. 46 to introduce the optional replacement of mirrors of Classes I to IV by camera-monitor systems (ECE/TRANS/WP.29/GRSG/2015/2). He added that all ISO standards referred to in the proposed text were accessible for GRSG experts as informal documents GRSG-108-03 and GRSG-108-20. On behalf of the informal group on CMS, he presented GRSG-108-21 incorporating further amendments to ECE/TRANS/WP.29/GRSG/2015/2. He proposed to insert supplementary information on camera-monitor systems of classes I to IV into the existing information documents required for type-approval procedure (GRSG-108-22).
24. GRSG adopted ECE/TRANS/WP.29/GRSG/2015/2, amended as reproduced in GRSG-108-46-Rev.2 (including the modified scope proposed in GRSG-108-17-Rev.1 and adopted under para. 22 above). The secretariat was requested to submit the adopted proposal to WP.29 and AC.1 for consideration at their November 2015 sessions, as draft Supplement 2 to the 04 series of amendments to UN Regulation No. 46.

16. The expert from China briefed GRB on the activities of the China vehicle noise standards working group (GRB-62-10). The experts from Japan informed GRB about the trends of noise regulation in Japan and gave an overview of the future policy for motor vehicle noise reduction (GRB-62-13-Rev.1 and GRB-62-12, respectively). The expert of ISO reported on the activities of his organization on interior noise, with the aim to review ISO 5128 (GRB-62-07). GRB took note of these presentations and felt that some of the issues raised could be included in the programme of work of GRB (see para. 27 below).

Reminding GRSG experts about the purpose of ECE/TRANS/WP.29/GRSG/2016/6, the expert from ISO introduced GRSG-110-05 proposing further amendments to UN Regulation No. 110 aimed at harmonizing the requirements for CNG cylinders with those of standard ISO 11439:2013. GRSG welcomed the work done by ISO. GRSG noted a number of study reservations and the request for a detailed justification of only referencing to ISO standards instead of reproducing the testing provisions. Following the recommendation by WP.29, GRSG underlined the need to have a static referencing of the international standards referred to in the proposal. A number of experts requested to have free access to these standards. The secretariat offered the possibility to make a copy of these standards available on the GRSG website, but protected by a password which will be circulated to the GRSG experts prior to the forthcoming GRSG session.
34. Following the discussion, the expert from ISO announced his intention to provide the secretariat with a copy of the most important standards referenced to in his proposal. He volunteered to submit in due time a revised official document for amending UN Regulation No. 110, taking into account the comments received.

32. The expert from ISO presented an overview of the activities of his organization on specific aspects for gaseous fuels (GRSG-111-25). He introduced GRSG-111-02 with the rationale of all amendments proposed to UN Regulation No. 110 in document ECE/TRANS/WP.29/GRSG/2016/22 superseding ECE/TRANS/WP.29/GRSG/2016/6. GRSG welcomed GRSG-111-03 listing the copies of all ISO standards referenced to in UN Regulation No. 110 on CNG/LNG vehicles. A number of experts raised a concern on the dynamic referencing of international standards and expressed their preference for a static referencing, mainly for legal purposes. GRSG reviewed the document and agreed on the need to adopt the proposal as a new 03 series of amendments and to insert transitional provisions triggered of the 1 September. The expert from France asked for more detailed information on each of the proposed amendments, especially on the level of stringency and their impact on technical services. He introduced GRSG-111-02 with the rationale of all amendments proposed to UN Regulation No. 110 in document ECE/TRANS/WP.29/GRSG/2016/22 superseding ECE/TRANS/WP.29/GRSG/2016/6. GRSG welcomed GRSG-111-03 listing the copies of all ISO standards referenced to in UN Regulation No. 110 on CNG/LNG vehicles. A number of experts raised a concern on the dynamic referencing of international standards and expressed their preference for a static referencing, mainly for legal purposes. GRSG reviewed the document and agreed on the need to adopt the proposal as a new 03 series of amendments and to insert transitional provisions triggered of the 1 September. The expert from France asked for more detailed information on each of the proposed amendments, especially on the level of stringency and their impact on technical services. The expert from CLEPA underlined the need to also insert transitional provisions for existing type approvals and sufficient lead time for suppliers to upgrade them.

8. The expert from France presented the results of a survey on Additional Sound Emission Provisions (ASEP) (GRB-64-16). According the expert, the survey had identified many issues in the application of ASEP of the 03 series of amendments to Regulation No. 51 and the need for further work on this subject. He further reported that this view was also shared by ISO, which proposed to revise the ASEP provisions (GRB-64-04).
9. To progress in this area, GRB decided, subject to WP.29 consent, to establish an Informal Working Group (IWG) on ASEP and adopted its Terms of Reference (ToR) (GRB-64-23 and Rev.1), as reproduced in Annex III to this report. The experts from China, France, Germany, Hungary, Japan, Spain, IMMA, CLEPA and OICA expressed their interest in participating in the activities of IWG ASEP.

31. The expert from ISO reported on the progress of standard ISO 362-3 on indoor testing of pass-by noise (GRB-64-07). The expert from OICA stressed the importance of including indoor testing as an alternative to type approval tests of Annex 3 to Regulation No. 51, in particular for vehicle manufacturers in countries where the local weather conditions allow the use of outdoor test tracks only for a limited period per year. The expert of Germany pointed out that, at this stage, it would be premature to replace type approval tests with indoor testing. To make progress, GRB invited the experts from ISO and OICA to prepare for the next session an informal document with draft amendment proposals to Regulation No. 51 that would include ISO 362-3.
