26. The expert from the Netherlands, on behalf of the Technical Services Group (TSG) introduced ECE/TRANS/WP.29/GRSP/2022/8 aiming at clarifying the requirements for monitoring the chest deflection of the Q10 dummy as well as the correct measurement of the location of the thoracic spine. He also introduced ECE/TRANS/WP.29/GRSP/2022/9, complemented by GRSP-71-02, on behalf of the Ad-Hoc group on annex 25 (Spain, Germany, Netherlands, TSG, CLEPA) to amend the existing procedure of measuring the prescriptions of the minimum sitting height for booster cushions. GRSP adopted ECE/TRANS/WP.29/GRSP/2022/8 and ECE/TRANS/WP.29/GRSP/2022/9 not amended (to be combined with ECE/TRANS/WP.29/GRSP/2022/7). In the meantime, GRSP-71-02 was adopted for the sole purpose of helping the calculation of the minimum stature height (without any mandatory legal basis) as prescribed by ECE/TRANS/WP.29/GRSP/2022/9, and therefore GRSP-71-02 would not be submitted to WP.29 and AC.1 for adoption. The secretariat was requested to submit the proposals as part of (see para. 25 above) draft Supplement 8 to the 03 series of amendments to UN Regulation No. 129 (Enhanced child Restraint Systems) for consideration and vote at the November 2022 sessions of WP.29 and to the AC.1. 42. The expert from the Netherlands introduced a presentation (GRSP-71-08) on the background history of the work on harmonizing the three-dimensional H-point machine (3D H-point machine) that had ended. He urged that the work resume as soon as possible since the setting of the H-point stature was unclear and not consistent. He explained that Technical Services and laboratories accredited to ISO 17025, had met problems accrediting their test procedures, since the 3D H-point machines available on the market do not meet or cannot be calibrated according to the old specifications. GRSP agreed to restart the discussion on the lack of harmonization of the 3D H-point machine so as to reach a common understanding and solutions with the support of GRSP.

46. The expert from the Netherlands gave a presentation (GRSP-71-18) to introduce a future proposal of amendments to UN Regulation No. 134, considering the background of UN Regulations Nos. 12, 94 and 95 to have a consistent approach in all crash test configurations. He added that all UN Regulations on vehicle impact concern vehicle categories M1 and N1 against a passenger car (M1) and are not intended to cover the impact of a truck or bus against another vehicle. Impact tests were not required for N2, N3, M2 and M3 category of vehicles. The expert from OICA further proposed to establish a task force to align UN Regulation No. 134 with UN GTR No. 13, Phase 2. GRSP agreed to establish the task force with the Netherlands as coordinator and OICA (Ms. A. Schuessling, contact) as secretariat, which would start transposing UN GTR No. 13, Phase 2 into UN Regulation No. 134. Participants would include the experts from France, Japan, EC, CLEPA and other stakeholders for the time being. The task force would be expected to encompass GRSP-71-12 into the solutions provided for the issues highlighted in GRSP-71-18 and submit at least an informal document to the December 2022 session of GRSP.

GRSG considered documents prepared by the Task Force on UN Regulation No 110: (a) ECE/TRANS/WP.29/GRSG/2022/23 that introduces the minimum opening set pressure of the primary Liquid Natural Gas (LNG) relief valve, (b) ECE/TRANS/WP.29/GRSG/2022/24 and (c) ECE/TRANS/WP.29/GRSG/2022/25 that updates the existing requirements for CNG/LNG fuelled components. The expert from OICA proposed that the three documents be combined together as a new series of amendments. Therefore, he introduced GRSG-124-31-Rev.1, consolidating the three proposals and amending ECE/TRANS/WP.29/GRSG/2022/24. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/23, ECE/TRANS/WP.29/GRSG/2022/24 and ECE/TRANS/WP.29/GRSG/2022/25 as amended by annex II to the session report. The secretariat was requested to submit the combined document of the three proposals as the 06 series of amendments to UN Regulation No. 110 for consideration and vote at the March 2023 sessions of AC.1 and WP.29.

20. GRSG considered documents prepared by the Task Force on UN Regulation No 110: (a) ECE/TRANS/WP.29/GRSG/2022/23 that introduces the minimum opening set pressure of the primary Liquid Natural Gas (LNG) relief valve, (b) ECE/TRANS/WP.29/GRSG/2022/24 and (c) ECE/TRANS/WP.29/GRSG/2022/25 that updates the existing requirements for CNG/LNG fuelled components. The expert from OICA proposed that the three documents be combined together as a new series of amendments. Therefore, he introduced GRSG-124-31-Rev.1, consolidating the three proposals and amending ECE/TRANS/WP.29/GRSG/2022/24. GRSG adopted ECE/TRANS/WP.29/GRSG/2022/23, ECE/TRANS/WP.29/GRSG/2022/24 and ECE/TRANS/WP.29/GRSG/2022/25 as amended by annex II to the session report. The secretariat was requested to submit the combined document of the three proposals as the 06 series of amendments to UN Regulation No. 110 for consideration and vote at the March 2023 sessions of AC.1 and WP.29.

106. The expert from IMMA presented ECE/TRANS/WP.29/GRVA/2022/26, introducing provisions for the type approval of automatically commanded braking systems. The experts from France, Germany, Italy, Japan, the Netherlands, Spain and the United Kingdom of Great Britain and Northern Ireland supported the proposal. The expert from Canada noted that automatically commanded braking systems might surprise riders and might have unintended consequences. He inquired whether the safety of these systems would be covered elsewhere. The expert from IMMA explained that the safety requirements were included in the proposal in GRVA-14-09.
107. The expert from the Netherlands introduced GRVA-14-09, prepared together with the expert from IMMA. He explained that the proposal was aimed at introducing a complex electronic annex on the model of the one in other braking regulations.
108. The expert from Canada noted that such annex was based on audit requirements, without pass/fail requirements. The expert from IMMA acknowledged that a discussion under the 1998 Agreement would require measurable pass/fail criteria.
109. The expert from France and from the United Kingdom of Great Britain and Northern Ireland supported the aim of the proposal.
110. GRVA adopted ECE/TRANS/WP.29/GRVA/2022/26 and requested the secretariat to submit it as a supplement to the 05 series of amendments to UN Regulation No. 78 to WP.29 and AC.1 for consideration and vote at their March 2023 sessions.
111. GRVA requested the secretariat to distribute GRVA-14-09 with an official symbol at the next GRVA session. The expert from IMMA confirmed, upon request by the secretariat, that it was a proposal for a new 06 series of amendments.

55. GRVA discussed GRVA-14-54, prepared by the Secretary on the basis of input received, and proposing guidance to the GRs dealing with the screening of UN Regulations and UN GTRs. The proposal received comments from the experts from China, France (GRVA-14-53), Germany, Japan, the Netherlands and the Russian Federation as well as from OICA (GRVA-14-56). GRVA confirmed that ALKS was not in the scope of this screening. GRVA endorsed GRVA-14-54/Rev.1 with guidance for the experts from all GRs, involved in these activities. GRVA requested the Chair to inform AC.2 about this coordination between the GRs.

67. The representative from The Netherlands introduced GRPE-86-39 on the developments in the Netherlands with regard to checking vehicle emissions in PTI. The representative from EUROMOT sought further clarifications about the intention with non-road mobile machinery data. The representative from The Netherlands informed that the intention was to provide emission requirements for any construction/ renovation projects for public procurements, including NOx emissions quotas for the projects to be met by the service provider, where an amount of NOx emissions would be contractually agreed.

The expert from the Netherlands introduced GRSG-124-27, narrating a lack of consistency between different UN Regulations and UN GTRs when referencing different versions of the three-dimensional H point machine and the test procedures to measure the H point. He further provided a proposal (GRSG-124-30) indicating possible solutions to solve such inconsistencies. GRSG agreed on GRSG-124-30 as a possible solution and to: (a) introduce it informally at the AC.2 November 2022 session, (b) explain the GRSG solution in the highlights of the Chair of GRSG at the November 2022 session of WP.29, and (c) seek agreement on the use of the concerned SAE standard (drawings and specifications of the machine) with an SAE representative to WP.29, with the support of the representative of the Netherlands.

59. The expert from the Netherlands introduced GRSP-72-33 on a possible solution to harmonize the three-dimensional H-Point Machine (3D HPM). He informed GRSP that the Working Party on General Safety Provisions already begun work with an ad hoc group supported by the expert from Spain. GRSP agreed to resume consideration on GRSP-72-33 and on the outcome of discussion of a group of interested experts (China, the Netherlands, Spain CLEPA and OICA) at its May 2023 session.

25. The experts from France introduced ECE/TRANS/WP.29/GRSP/2022/18
and ECE/TRANS/WP.29/GRSP/2022/19, on behalf of the ad hoc group to develop an amendment that clarifies the definitions of the cowl monitoring and windscreen areas, as well as of the jerk area. The expert from the Netherlands recommended that a specific symbol in the type-approval marking should be added for vehicles approved using the specific provisions related to bonnet rear reference line. Accordingly, the experts from France and OICA introduced GRSP-72-41 and GRSP-72-44 amending respectively ECE/TRANS/WP.29/GRSP/2022/18 and ECE/TRANS/WP.29/GRSP/2022/19.
26. GRSP adopted ECE/TRANS/WP.29/GRSP/2022/18 and ECE/TRANS/WP.29/GRSP/2022/19, both as amended by annex IV of the session report. The expert from Germany introduced ECE/TRANS/WP.29/GRSP/2022/22, ECE/TRANS/WP.29/GRSP/2022/23 and ECE/TRANS/WP.29/GRSP/2022/24 to reintroduce a text that allows tolerances of the vehicle mass and simplified testing into UN Regulations Nos. 94, 95 and 137. Moreover, GRSP noted GRSP-72-46, jointly prepared by the experts from Germany and the Netherlands, to re-introduce the same provisions into UN Regulation No. 135.
