OICA proposes the development of a global technical regulation for certification of HEV. The proposal aims to provide a test procedure and harmonized technical requirements for HEV emissions certification. The proposal is focused on emissions certification rather than on fuel consumption or CO2 certification. OICA further proposes that the regulation should be based on the HILS approach, which starts from a vehicle cycle and simulates powertrain and vehicle components to come up with an engine cycle for emissions testing and measurement.
