Proposal to simplify the verification of sufficient movement on the balancer (of the compensator) without having to take measurements underneath the trailer in an potentially unsecured position and to correct the text of Annex 12 (Conditions governing the testing of vehicles equipped with inertia (overrun) braking systems). Intention to provide an objective calculation method as part of setting requirements for permissible “differential travel” or swivel.

14. The expert from Germany introduced ECE/TRANS/WP.29/GRRF/2017/12 as amended by GRRF-84-04 (Justification), clarifying the verification of the sufficient movement on the balancer without having to take measurements underneath the trailer in a potentially unsecure position. GRRF adopted this proposal.

15. GRRF requested the secretariat to submit the three official documents above as draft Supplement 15 to the 11 series of amendments to Regulation No. 13 for consideration and vote by WP.29 and AC.1 at their March 2018 session.

15. The expert from Germany presented GRRF-83-07 based on ECE/TRANS/WP29/GRRF/2016/26, originally tabled by the expert from France. GRRF noted that the proposed amendment to para. 2.2.18. in Annex 12 already existed and the wording proposed could be clarified. GRRF agreed to resume consideration of this proposal on the basis of an official working document that the experts from Germany and France volunteered to prepare.
