Germany believes that the current text produces different interpretations with different results that risk degrading vehicle safety.

Proposal to delete the requirement for automatic leveling devices for all headlamps with light emitting diode (LED) light sources based upon the results of the GTB glare study. The proposal argues that the restriction discriminates against LED light sources based upon an erroneous understanding of light-source relevance to driver glare.
