Report of the Administrative Committee for the Coordination of Work (WP.29/AC.2)

6. The 110th session of WP.29/AC.2, considering the coordination and organization of work of the World Forum was held on 12 November 2012, chaired by Mr. B. Gauvin (France) and was attended, in accordance to Rule 29 of the terms of reference and rules of procedure of WP.29 (TRANS/WP.29/690 and ECE/TRANS/WP.29/690/Amend.1 and Amend.2), by the Chairs of WP.29 (Russian Federation), GRB (France), GRE (Canada), GRPE (Germany), GRRF (United Kingdom), GRSG (Italy), the Administrative/Executive Committees of the three agreements administered by WP.29, by the representatives of the European Union, Japan and the United States of America and by the Vice-Chair of WP.29 (France).

7. The Committee reviewed the draft agenda of the 158th session of the World Forum and recommended the amendments to it, as indicated in para. 5 above. The Committee also recommended that agenda item 5.1 be considered by the World Forum and the rest of the agenda items concerning the 1998 Agreement be considered by the Executive Committee of the 1998 Agreement (AC.3). It was also recommended that the Administrative Committee of the 1997 Agreement (AC.4) should not be convened.

8. WP.29/AC.2 reviewed the draft agenda for the 159th session of the World Forum, scheduled to be held in Geneva on 12–15 March 2013.

9. The Administrative Committee noted that the GRRF had elected Mr. B. Frost (United Kingdom) as Chair for the September 2012 and for the two sessions of 2013. It was also noted that the GRB had elected Mr. S. Ficheux (France) as Chair of GRB for the 2013 sessions. The Administrative Committee recommended that a representative of the Russian Federation be proposed as Vice-Chair of GRB.

The Administrative Committee noted the status of the ongoing review of the ECE reform by the ECE Executive Committee (EXCOM) and that the Commission was expected to conclude its deliberation at its April 2013 session. WP.29/AC.2 recommended that transport activities, especially those of the World Forum, be supported by the representatives of the member States.

11. The Administrative Committee noted the request of the Transport Division to provide technical contribution in order to comment on the results of a study done by the World Health Organization (WHO) on the carcinogenicity of diesel exhaust emissions. WP.29/AC.2 acknowledged the substantive work already done since 2001, even in the absence of medical evidence, on the measurement and limitation of diesel particulates and on the corresponding evolution of the UN Regulation on diesel emissions. It was recommended that GRPE should provide detailed inputs on this issue, which would be included on the agenda for the January 2013 session of GRPE.

12. The Committee considered the issue of a belt guide device type approved by Hungary as a Child Restraint System (CRS) in accordance with UN Regulation No. 44. It was noted that GRSP agreed on the principle that a guide strap was meant as a part of a CRS and, therefore, could not be individually approved as a CRS. It was also noted that WP.29 endorsed the decisions of GRSP on this issue (ECE/TRANS/WP.29/1095, para. 35). The representative of Germany proposed consideration of this issue during the December 2012 session of GRSP with the Type Approval Authority of Hungary, with the aim of withdrawing the type approved granted to this device. The Committee recommended following this approach.

13. The Committee noted that the drawings and technical specifications of the Q dummies used for the testing requirements of the draft UN Regulations on CRS were posted on the webpage of the informal working group on CRS
(www2.unece.org/wiki/display/trans/Q-Dummy+drawings). At the time of the adoption of the Regulation by the World Forum, the text restricting the use of the drawings and technical specifications should be removed from the individual pages and reloaded onto the above mentioned website. They were being revised by the informal working group to cover the development of phase 2 of the UN Regulation and to adapt it to the structure of the new Mutual Resolution for a protocol to manage drawings, calibration and maintenance procedures associated with test tools referenced by UN Regulations and UN Global
Technical Regulations. The Committee recommended that the footnote of the draft UN Regulation be amended to reflect this situation.

14. The secretariat reported on the reception of a letter from the “Fédération Européenne de la Manutention” indicating its wish to incorporate special provisions for mobile cranes into some UN Regulations. The request was linked to the general approach of the EU replacing technical directives by direct reference to UN Regulations. For the time being,
most of the UN Regulations do not cover Non Road Mobile Machinery (NRMM). The introduction of NRMM in the UN Regulations would increase the workload of the World Forum and its secretariat. The representative of the EU informed the Committee that this matter had been highlighted to the European Commission and was being considered.

15. The World Forum adopted the report of the Administrative Committee on its 110th session and its recommendations.
