Proposal to align the regulation with the full requirements for vehicles that meet “special social needs” under the regulatory framework of the European Union. In response to the extension of the scope of Euro VI legislation down to 2380 kg vehicles, this proposal would also add an exemption to take into account overlap between UN R83 and UN R101 with regard to light-duty vehicle CO₂ emissions and fuel/energy consumption.
