Proposal to clarify that the Regulation does not apply to vehicles of categories X and Y, add an alternative approval pathway for certain vehicles using UN R152 requirements, allow continued extension of approvals for 12 months, amend paragraph 10 of Annex 1, and revise Annex 2 (approval mark arrangements).
