The purpose of this proposal is to add transitional provisions to the 01 series of amendments to Regulation No. 101, to solve a discrepancy between the 06 series of amendments to Regulation No. 83 and the 01 series of amendments to Regulation No. 101.

Revised submission (succeeding informal document GRPE-63-08 and replacing GRPE/2012/8) from OICA to add transitional provisions to the 01 series of amendments to UN R101, to solve a discrepancy between the 06 series of amendments to UN R83 and the 01 series of amendments to UN R101.

Proposed amendments to document GRPE/2013/9 regarding daylight running lamps and hydrogen balance in internal combustion versus fuel-cell vehicles.

The purpose of this proposal is to include the necessary transitional provisions to Supplement 4 to the 01 series of amendments to Regulation No. 101, in order to ensure consistency between the reference fuels prescribed in Regulation No. 83 (Emissions of M1 and N1 vehicles) and those prescribed in this Regulation.

The subject documents would permit Contracting Parties applying UN R83 and/or UN R101 and which have transposed GTR No. 15 (WLTP) into their local legislation to refuse to accept type approvals granted under the UN R83 and/or UN R101 as a compliance alternative to their national/regional legislation (i.e., aligned with GTR No. 15). OICA proposes to clarify the intent by deleting allusions to the measure as a form of derogation, to replace the phrase “may no longer accept” with “may refuse”, and to introduce a sunset clause to noting that the measure is intended as a stop-gap until such time as GTR No. 15 has been transposed into the corpus of UN Regulations.

Proposal to clarify the procedures and requirements related to the selection of driving modes for testing of OVC-HEV vehicles with a mode selection switch.

OICA request for clarification over whether the test results should reflect the energy (fuel and electric energy) used for vehicle propulsion or the energy used for vehicle propulsion and for energy conversion (recharging the battery – fuel energy to electric energy).

Proposal to explicitly specify requirements related to the selection of driving modes for testing of Off-Vehicle Charging Hybrid Electric Vehicles (OVC-HEV) with a mode selection switch.

Proposal to allow the usage of WLTP-based Ki and Deterioration Factors (DF) as well as On-Board Diagnostics (OBD) demos under UN R101. The proposal allows the use of the more robust WLTP and eases testing burdens by allowing manufacturers to use WLTP test results for UN R101.

Presentation raising concerns during the transition from NEDC to WLTP and proposing measures to facilitate this transition pending adoption of WLTP under the 1958 Agreement.

Update on the status of work regarding the transition from NEDC to WLTP, particularly pending the transposition of GTR 15 into one or more UN Regulations under the 1958 Agreement.

Proposal to adapt the provisions in UN R101 to allow the usage of road load powers which have been derived from those determined in accordance with UN GTR No. 15 (WLTP).

Proposal to correct an error found in the formulas used for the calculation of a NEDC road load values from those determined according to UN GTR No. 15 (WLTP) and a cross reference in the 01 series of amendments to UN Regulation No.101.

Proposes a shortened Test Procedure NEDC for PEV and alternative for conformity of procedure.

The presentation supports the proposal for a Shortened Test Procedure NEDC for PEV acc. to WLTP (including adding PEV COP procedure alternative).

This proposal aims at harmonizing the text of UN Regulation No. 83 and UN Regulation No. 101. Furthermore, one error was found in the formulas used for the calculation of a NEDC road load values from those determined according to UN GTR No. 15 (WLTP) and one wrong cross reference in the 01 series of amendments to UN Regulation No. 101.
1. Harmonization of UN Regulation No. 83 (Annex 4a, Appendix 7b, paragraph 1.) and UN Regulation No. 101 (Annex 7, Appendix 2, paragraph 1.); in Annex 7, Appendix 2, paragraph 1. Vehicles in general are not approved according to UN GTR No. 15, therefore the text phrase of UN R83 is recommended.
2. Correction of wrong reference to Annex 4 instead of Annex 7 of UN GTR No.15; in Annex 7, Appendix 2, paragraph 2.1.(b).
3. When copying the methodology from EU regulation, a ‘.’ was wrongly introduced instead of a ‘-‘ in the formula.

Proposal to amend Annex 7 – Appendix 2 paragraph 1., to provide the road load power calculation method that may be used

Introduces a shortened test procedure for PEVs as well as an update of the COP test procedure in order to align with proceeding and procedures described in UN R154.

Proposal to harmonize:

• Requirements for the determination of CO2, fuel and electric energy consumption of the discharge requirement for OVC-HEV with an operating mode switch with its stop criterion.
• Preconditioning requirement (Annex 9, determination of electric range) and UN R83 (Annex 14, provisions for emissions test procedures for HEV).

Proposal to permit use of equipment conforming to UN R154 for testing under UN R83 (and by extension to UN R101 which references UN R83).

Annex 5 procedures include references to daytime running lamps and rear position and other lamps. In line with UN R48 and its 08 series of amendments which would permit switching off of rear position and other lamps when ambient light conditions are above 7,000 lux to avoid unnecessary fuel consumption, this proposal would permit ambient lighting during dynamometer operation above this threshold.

Proposal to harmonize requirements for the determination of CO2, fuel and electric energy consumption of the discharge requirement for OVC-HEV with an operating mode switch with its stop criterion. The preconditioning requirement is also harmonized between the 01 series of amendments of UN Regulation No. 101 (Annex 9, determination of electric range) and 06 and 07 series of amendments of UN Regulation No. 83 (Annex 14, provisions for emissions test procedures for HEV).

Proposal to introduce the possibility to switch OFF rear position lamps and other lamps when ambient light conditions outside the vehicle are above 7,000 lux in order to avoid unnecessary fuel consumption.

Presentation on how to harmonize the requirements of the 06 and 07 series of amendments to UN R83, the 01 series of amendments to UN R101 and the original, 01, 02 and 03 series of amendments to UN R154 respectively, and to ensure consistent type-approval test conditions with the introduction of the 08 series of amendments to UN R48.

Proposal to align with UN R48 08 series of amendments (to introduce the possibility to switch OFF rear position lamps and other lamps when ambient light conditions outside the vehicle are above 7,000 lux in order to avoid unnecessary fuel consumption). The aim of the document is to reach consensus to enable adoption of a proposal during the next GRPE session (88th session in June 2023).

Proposal to harmonize the requirements for the determination of CO2, fuel, and electric energy consumption of the discharge requirement for OVC-HEV with an operating mode switch with its stop criterion and the preconditioning requirement with the 01 series of amendments to UN R101 and 06 and 07 series of amendments of UN R83 (Annex 14, provisions for emissions test procedures for HEV). The intention is to reach consensus towards approving a proposal during the 88th (June 2023) GRPE session.

Proposal to amend the charger requirement and the measurement method of REESS current for a hybrid electric power train in order to align UN R101 with the provisions in UN R154 and introduce the option to determine road load values for Pure Electric Vehicles according to the requirements of UN R83.

Proposal to allow for an alternative process for electric energy consumption verification in Conformity of Production, and to amend the charger requirement and the measurement method of REESS current for a hybrid electric power train. Both changes align with procedures already included in 02 series of amendments to UN Regulation No. 154.
