On-Board Monitoring and Environmental Vehicle Passport: Proposal for a new UN Regulation

Proposal to establish requirements for the type approval of on-board monitoring (OBM) systems that:

detect vehicle exhaust emissions exceeding prescribed limits,
monitor propulsion battery storage capacity and health,
warn drivers as warranted, and
communicate such information off-board.

The provisions include specifications for an “environmental vehicle passport (EVP)” to be issued by the vehicle manufacturer, for the format, data, and off-board communication methods for the EVP and for the in-vehicle display of environmental performance data. The provisions also address manipulation devices and strategies.
