Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

As part of the Simplification of Lighting Regulations program, this proposal prepares UN R3 for being “frozen” and superseded by a new comprehensive regulation on retro-reflecting devices. The proposal incorporates by reference specifications, as applicable, of the lighting installation Regulations Nos. 48, 53, 74 or 86 and adds specifications for conformity of production.

Proposal to

1. insert provisions for the use of incandescent light sources in the case of light source modules and lamps with non-replaceable light sources,
2. update the Conformity of Production requirements (CoP),
3. reference the compliance requirements for installation contained in Regulations Nos. 48, 53, 72 and 86 for application as warranted
4. clarify the definition of “type”, with regard to manufacturer, trade names and marks,
5. introduce editorial improvements to the requirements for markings,
6. remove the requirement to indicate the rated wattage in the marking of lamps equipped with electronic light source control gear and/or non-replaceable light sources and/or light source module(s).

Proposal to

1. insert provisions for the use of incandescent light sources in the case of light source modules and lamps with non-replaceable light sources,
2. update the Conformity of Production (CoP) requirements,
3. reference the compliance requirements for installation contained in Regulations Nos. 48, 53, 72 and 86,
4. clarify the definition of “type”, with regard to manufacturer, trade names and marks,
5. introduce editorial improvements to the requirements for markings,
6. align the text in the header row of the table in paragraph 6.1 (light emitted by the lamps) with the definitions used in Regulation No. 48 for the installation of “single lamps”, “lamps marked D” and “interdependent lamps,
7. align the text of paragraph 6.1.6. with the definition of “single lamp” introduced by GRE/2014/6 (Supplement 14 to the 04 Series of amendments, Supplement 7 to the 05 Series of amendments and Supplement 5 to the 06 Series of amendments of Regulation No. 48),
8. correct the reference to paragraph 4.2.2.6. in the header of the table in paragraph 6.1.,
9. correct the title of the Regulation by removing the exception of motorcycles pursuant to Supplement 11 to the 02 series of amendments,
10. remove the requirement to indicate the rated wattage in the marking of lamps equipped with electronic light source control gear and/or non-replaceable light sources and/or light source module(s), and
11. harmonize requirements on light source failure in lamps equipped with multiple light sources across UN Regulations, including UN R7.

Proposal to

1. reference the compliance requirements for installation contained in Regulations Nos. 48, 53, 72 and 86
2. complete the deletion of distributed lighting systems (light generators),
3. clarify the definition of “type”, with regard to manufacturer, trade names and marks,
4. to introduce editorial improvements to the requirements for markings,
5. amend the formula for the dirt mixture used in testing to address an error introduced by Supplement 9 to the 01 series of amendments to UN R45,
6. clarifies the heat test cycle,
7. and harmonizes requirements across Regulations Nos. 19, 98, 112, 113 and 123

Proposal to
