GRSG-111-16 | IRU comments on the German proposal to improve accessibility for passengers with reduced mobility IRU believes that the revised proposal by Germany (ECE/TRANS/WP.29/GRSG/2016/20 and its Corr.1) to insert new amendments might create an additional burden on road transport operators without increasing road safety. IRU cannot support the German proposal and thinks that it would be more appropriate to address the issue with a cost benefit analysis, where the safety benefit can be justified.
GRSG-111-21 | Detailed analysis on the compatibility or incompatibility of the scopes and technical provisions for trolleybuses of UN Regulations Nos. 100 and 107 The proposal by Belgium GRSG/2016/05 aimed at removing the amended additional safety prescriptions for trolleybuses from annex 12 of UN Regulation No. 107 for the Construction of M2 and M3 vehicles (R107), and inserting them into UN Regulation No. 100 on Electric Powertrain Vehicles (R100), see proposal GRSP/2016/07. GRSG/2016/5 | Proposal for amendment to Regulation No. 107 Proposal to transfer electrical safety provisions for trolleybuses (Annex 12) from UN R107 to UN R100. In 2006, the provisions of UN R36, UN R52, and UN R107 were merged through the 02 series of amendments to UN R107. In 2015, Annex 12 of UN R107 was amended to align additional safety prescriptions for electrical safety of trolleybuses with the corresponding electrical standards. However, UN R100 has evolved beyond its initial focus on battery electric vehicles and currently presents a more appropriate location for maintaining the trolleybus electrical safety provision of Annex 12. For the provisions of Annex 1 – Part 1 – Appendices 1, 2 and 3, where a list of characteristics of a trolleybus was added apart from the special environmental conditions, a reference will be inserted to Annex 6 – Part 1 and Annex 7 of UN Regulation No. 100. A corresponding proposal for amendments will be submitted as an official document to the Working Party on Passive Safety.

The proposal also clarifies the application of the provisions across the category L vehicle subcategories.
GRSG-111-10 | Proposal for Corrigendum to the 01 series of amendments to Regulation No. 39 The 01 series of amendments inserted a new paragraph 5.1 and renumbered the subsequent paragraphs. GRSG/2016/21 | Proposal for Supplement 5 to the 01 series of amendments to Regulation No. 43 Proposal to align the requirements for plastic panes other than windscreens with the requirements of plastic pane windscreens. This includes amendments concerning rigid plastic panes, flexible plastic panes and rigid plastic multiple-glazed units. The proposed modifications to this type of glazing are in line with the requirements of Supplement 4 to the 01 series of amendment of UN Regulation No. 43.
GRSG-111-05 | Proposal for amendments to UN Regulation No. 43 Proposal concerning document GRSG/2015/22 to clarify the specification of the abrasion test machine.
GRSG-111-11 | Proposal for amendments to ECE/TRANS/WP.29/GRSG/2016/21 on Regulation No. 43 The text of the German proposal (document GRSG/2016/21) in the tables in annexes 14 and 16 only refers to small windows as “windows into which a circle of diameter D < 150 mm is capable of being scribed”. OICA proposes to add the criterion of a maximum area limited to 200 cm² in order to align with the definition in paragraph 2.39 (“pane having an area of less than 200 cm² and within which it is not possible to inscribe a circle having a diameter of 150 mm”).

The aim is to decrease backover fatalities and injuries due to driver failure to adequately scan for obstacles when driving in reverse gear.

Handles and handholds used to assist passengers in entering and exiting a bus are located outside of passenger seating and standing areas where OICA argues that they do not present a danger; however, the current rollover testing provisions could result in their inclusion in the area defined as "residual/survival space" where any intrusion is prohibited.

7. Regulation No. 67 (LPG vehicles)
GRSG/2016/15 | Proposal for a Supplement to the 01 series of amendments to Regulation No. 67 Proposal for new safety provisions with regard to LPG systems having hydraulic interconnections with the petrol or diesel fueling system through which inter-flows of fuels may occur.
GRSG-111-17 | Proposal for amendments to Regulation No. 67 Proposal to clarify the definitions of LPG container accessories to facilitate coordination between the separate, independent approvals required for the LPG container and for its accessories. The proposal does not introduce any changes in technical requirements or changes in the test methodology. The proposed changes are intended to prevent the possibility of improper selection of accessories for the tank, which could arise due to lack of clear provisions of type-approval certificates issued for accessories fitted to the container.

GRSG/2016/7 | Proposal for amendments to Regulation No. 67 Proposal to allow the use of Class 0 hoses with couplings using sealing technologies other than those with a 45° cone. Currently, non-seamless double and single wall tubes are used in brake and fuel tubing applications, allowing for the use of a variety of end forms and coupling techniques. Provided the tubing can withstand the applicable tests according to Annex 15, Table 1, such configurations should be permitted under UN R67 in order to remove an unwarranted design restriction.

8. Regulation No. 73 (Lateral protection devices)

The proposal allows Type Approval Authorities to nonetheless exempt "vehicles where any LPD (e.g. fixed, removable, foldable, adjustable, etc.) is incompatible with their on-road use" through the addition of new paragraphs.
GRSG-110-20/Rev.1 | Revised proposal for amendments to Regulation No. 73 Updated proposal, revised for clarity, to amend document GRSG/2016/2 by replacing paragraph 1.2.2. rather than deleting it. Drawing from the recently approved amendment to UN R58 (document GRSG/2015/17), this proposal would amend paragraph 1.2.2. to read, “Vehicles where any LDP (e.g. fixed, removable, foldable, adjustable, etc.) is incompatible with their on-road use may be partly or fully exempted from this Regulation, subject to the decision of the Type Approval Authority.”
GRSG/2016/2 | Proposal for amendments to Regulation No. 73 Proposal to expand the scope of the regulation by deleting paragraph 1.2.2. which allows for the exclusion of “vehicles designed and constructed for special purposes where it is not possible, for practical reasons, to fit lateral protection devices” from the text. The UK submits that paragraphs 13 and 16 of the regulation provide specific provisions that address this situation whereas the exclusion clause allows for a broader interpretation that unnecessarily limits the use of lateral protection devices. Moreover, exemptions may still be accorded at the national level.
9. Regulation No. 110 (CNG and LNG vehicles)
GRSG/2016/16 | Proposal for amendments to Regulation No. 110 Proposal to allow for the use of natural gas refrigeration systems to vehicles propelled by natural gas (CNG or LNG). This proposal addresses a new, environmentally friendly natural gas fuelled refrigeration system for trucks with refrigerated loads that already are propelled by natural gas. Currently paragraph 18.1.7.1 allows heating systems to be fitted on vehicles to heat the passenger compartment and/or the load area of a vehicle, however, the same provision omits cooling systems that are used on trucks for the carriage of loads requiring refrigeration.

10. Regulation No. 116 (Vehicle Alarm Systems)
GRSG/2015/7 | Proposal for draft amendments to Regulation No. 116 UN R116 specifies operating voltages and voltage limits. Current technology and intelligent battery management systems allow for precise control and definition of these parameters. This includes “intelligent” operating ranges in order to optimize energy management (CO2 emission reduction). Fixed operating voltage ranges are therefore unnecessary or even may hinder efforts for CO2 emission reduction in the future. This proposal would allow varying operating voltage ranges according to the battery technology used to remove this restriction impact such advanced designs.
11. Regulation No. 118 (Burning behaviour of materials)
GRSG/2016/24 | Proposal of amendments to Regulation No. 118 Proposal to improve and clarify provisions concerning the approval of interior materials, cables and insulation materials. The proposaladds new requirements for cable sleeves and conduits, modifies vertical testing requirements under Annex 8 to allow testing of small test samples and to clarify their fixation to the specimen holder., and adds a new Annex 10 on provisions for testing of electrical cables.
GRSG/2016/23 | Proposal for Supplement 3 to the 02 series of amendments to Regulation No. 118 Proposal to reduce the administrative burden in obtaining approvals for electrical cables according to UN Regulation No. 118. The experts from Finland, France and Germany agreed that the change from ISO 6722:2006 to ISO 6722-2011 does not impact the degree of safety and, therefore, the test reports or approvals established under the older version of the ISO standard shall remain valid.

This proposal aligns provisions in UN R121 with the changes to UN R16: a) the term "seat belt" is replaced by "safety belt", b) the symbol for safety belt, defined in item 21 of Table 1 in the Regulation, may be displayed in different colours to convey different meanings. Therefore, the existing footnote <sup>18</sup> has been added to item 21, and c) this symbol may be replaced by different symbols for seats other than those of the front row. Therefore, a new footnote <sup>22</sup> is added to item 21. This proposal does not change any of the technical requirements of UN R121.

GRSG-111-37 | Proposal for Supplement 1 to the 01 series of amendments to Regulation No. 121 At its fifty-ninth session, GRSP approved a proposal for the 07 series of amendments to UN R16 ( (GRSP/2016/2 and GRSP/59, page 24) to mandate safety belt reminders for all vehicle seats. This proposal aligns provisions in UN R121 with the changes to UN R16: a) the term "seat belt" is replaced by "safety belt", b) the symbol for safety belt, defined in item 21 of Table 1 in the Regulation, may be displayed in different colours to convey different meanings. Paragraph 5.1.5. is modified and paragraph 5.1.7. introduced to take into consideration the strict content of GRSP/59, page 24, paragraphs 8.4.3.2.1. and 8.4.4. on safety-belt reminder for occupants of rear seat row(s). This proposal does not change any of the technical requirements of UN R121.
