1. Adoption of the agenda

In accordance with Chapter III, Rule 7 of the Rules of Procedure (ECE/TRANS/WP.29/690/Rev.2) of the World Forum for Harmonization of Vehicle Regulations (WP.29), the first item on the provisional agenda is the adoption of the agenda.

2. Amendments to Regulations on Buses and Coaches
2. (a) UN Regulation No. 107 (M2 and M3 Vehicles)

The Working Party on General Safety Provisions (GRSG) may wish to be informed by the experts of the Working Party on Passive Safety (GRSP) about the outcome of the recent meetings of the Informal Working Group (IWG) on “Securing of Children in Buses and Coaches” on the second phase of the UN Regulation.

GRSG agreed to resume discussion on the issue of passengers with reduced mobility using public buses, based on a proposal prepared by the “Task Force on Bus and Coach Accessibility” led by the expert from Germany (ECE/TRANS/WP.29/GRSG/2025/9).

GRSG will consider a proposal tabled by the expert from the United Kingdom of Great Britain and Northern Ireland (ECE/TRANS/WP.29/GRSG/2025/4) to add clarity to the requirements contained in annex 3, paragraph 7.19.

3. Amendments to Safety Glazing Regulations
3. (a) UN Regulation No. 43 (Safety Glazing)

GRSG may wish to continue consideration of a proposal tabled by the expert from International Organization of Motor Vehicle Manufacturers (OICA) to amend UN Regulation No. 43, based on GRSG-127-23 to remove unnecessary duplicate tests and on the outcome of a related workshop.

4. Awareness of the Proximity of Vulnerable Road Users

GRSG may wish to be informed on the outcome of work of the awareness of IWG Vulnerable Road Users Proximity (VRU-Proxi) on improving UN Regulations Nos. 158 and 159.

4. (a) UN Regulation No. 46 (Devices for Indirect Vision)

GRSG agreed to resume discussion on a revised proposal from the Task Force on UN Regulation No. 46 (TF-R46) on remaining issues to be resolved to improve current requirements of the UN Regulation (ECE/TRANS/WP.29/GRSG/2025/8).

6. UN Regulation No. 73 (Lateral Protection Devices)

GRSG may wish to resume consideration of a proposal submitted by the expert from Japan to amend UN Regulation No. 73, based on further statistical evidence (ECE/TRANS/WP.29/GRSG/2024/38).

7. Amendments to Regulations on Gas-Fuelled Vehicles
7. (a) UN Regulation No. 67 (Liquefied Petroleum Gas Vehicles)

GRSG may wish to consider proposals to amend UN Regulation No. 67, if any.

7. (b) UN Regulation No. 110 (Compressed Natural Gas and Liquified Natural Gas Vehicles)

GRSG may wish to consider proposals to amend UN Regulation No. 110, if any.

8. Amendments to the Regulations on Devices against Unauthorized Use, Immobilizers and Vehicle Alarm Systems
8. (a) UN Regulation No. 116 (Anti-theft and Alarm Systems)

GRSG agreed to resume consideration of a request for guidance from the expert from France (GRSG-128-33), concerning the testing procedure on components, assembly and technical unit of immobilizers.

9. UN Regulation No. 121 (Identification of Controls, Tell-tales and Indicators)

GRSG agreed to resume discussion on the safety concepts related to warning signals for battery use, mandatory telltales based on vehicle status, and on the definitions of vehicle states (driving mode and parking mode) as proposed by the expert from the Republic of Korea.

10. UN Regulation No. 122 (Heating Systems)

GRSG agreed to resume consideration of a possible proposal for a second step for the use of a new “radiation warmer” technology as a heating system, prepared by the the expert from the Kingdom of the Netherlands, as Chair of the TF-Automated Vehicles Regulations Screening (TF-AVRS) in consultation with the former experts of the Radiant Heater Task Force.

11. UN Regulation No. 144 (Accident Emergency Call Systems)

GRSG may wish to consider proposals to amend UN Regulation No. 144, if any.

12. Event Data Recorder
12. (a) Guidance on Event Data Recorder Performance Elements Appropriate for Adoption in the Resolutions or Regulations of the 1958 and 1998 Agreements

GRSG may wish to consider the outcome of work of IWG on Event Data Recorder / Data Storage System for Automated Driving (IWG EDR/DSSAD) to develop clarifications for manufacturers, technical services and approval authorities on how to assess the equal effectiveness at capturing collisions.

12. (b) UN Regulation No. 160 (Event Data Recorder)

GRSG may wish to consider proposals to amend UN Regulation No. 160, if any.

12. (c) UN Regulation No. 169 (Event Data Recorder for Heavy-Duty Vehicles)

GRSG may wish to consider proposals to amend the new UN Regulation, if any.

13. UN Regulation No. 0 (International Whole Vehicle Type Approval)

GRSG will be informed about the outcome of the recent meetings of IWG on the International Whole Vehicle Type Approval (IWVTA), and the follow-up of GRSG on the new priorities of IWVTA, Phase 2, in particular, the UN Regulations under the responsibility of GRSG that will be added to annex 4 of UN Regulation No. 0.

14. Consolidated Resolution on the Construction of Vehicles

GRSG agreed to resume consideration on a proposal prepared by the Task Force on Automated Vehicle Categorisation (ECE/TRANS/WP.29/GRSG/2025/5).

GRSG/2025/5 | RE3: Proposal for amendments Proposal to introduce two new supplemental categories (X and Y) for driverless passenger and commercial vehicles.

GRSG will consider a proposal prepared by the expert from the Kingdom of the Netherlands that includes a definition of a bidirectional vehicle and that removes the references to the 3-Dimensional “H”-point machine from this resolution.

GRSG agreed to resume consideration of a proposal of amendments to the Special Resolution No. 1 (S.R.1), prepared by the Task Force on Automated Vehicle Categorisation.

16. (a) Autonomous Shuttles

GRSG agreed to continue consideration on specifications for autonomous shuttles with a view to reviewing the applicability of existing requirements or creating new categories of these vehicles.

16. (b) Categorization of Automated Vehicles and Autonomous Vehicle Regulation Screening

GRSG agreed to resume consideration on the outcome of work of the Task Force on Automated Vehicle Categorisation (TF-AVC).

GRSG agreed to resume discussion on the outcome of work of the Task Force on Automated Vehicles Regulations Screening (TF AVRS) and to start updating the regulations according to the common recommendations of the coordinated task force activities with the subsidiary bodies of WP.29.

17. Other Business
17. (a) Exchange of Views on the Future Work of the Working Party on General Safety Provisions

GRSG may wish to review the list of priorities for future work.

17. (b) Periodical Technical Inspections

GRSG might wish to resume consideration on proposals on this subject, if needed.

17. (c) Highlights of the November 2024 and of the March 2025 Sessions of the World Forum for Harmonization of Vehicle Regulations

GRSG will be briefed by the secretariat about the highlights of WP.29, GRSG and other common issues.

17. (d) UN Regulation No. 62 (Protection against Unauthorized Use for Vehicles of Categories L1 – L7 Fitted with Handlebars)

GRSG agreed to consider a proposal tabled by the expert from the International Motorcycle Manufacturers Association (IMMA) (ECE/TRANS/WP.29/GRSG/2025/2) to amend UN Regulation No. 62 with the aim of application of the virtual key to category L, based on the discussion held in the 128th session of the Working Party on General Safety Provisions (GRSG).

17. (e) UN Regulation No. 105 (Vehicles for the Carriage of Dangerous Goods)

GRSG agreed to resume discussion on the outcome of work of a Task Force on developing new requirements and test methods for automatic fire suppression systems in the engine compartment of specific vehicles, for UN Regulation No. 105 or for a new UN Regulation.

17. (f) UN Regulation No. 176 (Field of Vision Assistant Systems)

GRSG agreed to resume discussion on a revised proposal by the expert from OICA, to amend the proposal of UN Regulation No. 176 (ECE/TRANS/WP.29/2024/155) that clarifies provisions after an incidence of battery-off (circuit disconnection) (ECE/TRANS/WP.29/GRSG/2025/7).

After a battery-off (circuit disconnection) event, some vehicle settings may turn to a default setting that is not the last setting. The proposal introduces an exemption applicable to FVA systems in such "system reset" cases.

GRSG agreed to resume discussion on the outcome of work of the new IWG on this subject that was recently endorsed by WP.29.
