4.14. Proposal for amendments to the Consolidated Resolution on the Construction of Vehicles (R.E.3) submitted by the Working Parties to the World Forum for consideration, if any

The World Forum considered two proposals for amendments to R.E.3 (Revision 8) (ECE/TRANS/WP.29/2025/146 and ECE/TRANS/WP.29/2025/147) under agenda items 4.14.1 and 4.14.2 submitted respectively by GRSG and GRVA, to introduce new categories of vehicles X and Y equipped with Automated Driving Systems. WP.29 adopted unanimously ECE/TRANS/WP.29/2025/146 and ECE/TRANS/WP.29/2025/147, as amended by WP.29-197-06, and requested the Secretariat to combine them together as Revision 8 to R.E.3.

83. The representative from the Russian Federation informed WP.29 about difficulties in categorization, according to R.E.3, of a three-wheeled vehicle designed to be used as a dump truck (WP.29-197-12). While it should in principle be classified as L5 , the vehicle could not being qualified as such since it does not look like a motorcycle and because actual provisions of several UN Regulations applicable to L5 category are not relevant for this vehicle. The representative from India followed with interest this presentation since his country hosts the most relevant production of three-wheeled vehicles at the global level. WP.29 finally invited the representative of the Russian Federation to draft a proposal of amendment to introduce a new definition to accommodate such vehicles in R.E.3, for consideration in GRSG.

84. The representative of France presented considerations on virtual testing, recalling the recent provisions adopted by WP.29. He proposed that provisions be derived from the approach included in UN Regulations Nos. 131 and 152 and inserted in R.E.3. Several delegations expressed interest in these activities, others provided comments and noted the importance to address the challenges of virtual testing. The representative of UK noted the existing provisions in Schedule 8 of the 1958 Agreement and inquired about the interaction of those with future provisions in R.E.3. The secretariat noted that the most appropriate test tool repository including virtual testing should be M.R.1 instead of R.E.3 to consider both 1958 and 1998 Agreements. Interested parties were invited to take this into consideration by March 2026 session of WP.29. WP.29 agreed to resume consideration of this agenda item. The representative of the Russian Federation proposed mandatory physical testing to verify the virtual model, as well as mandatory inclusion of verification materials in the official approval file, including the DETA database.
