Proposal for a Corrigendum to Regulation No. 4 and to Regulation No. 23

This proposal mainly corrects an unintended, but potentially costly, obligatory (rather than optional) use of mingled letters in the marking provisions of UN R23. The proposal also corrects the marking provisions of UN R4 and R23 by deleting an unnecessary hyphen.
