GRVA noted the guidance provided by AC.2 on the work related to ALKS (see ECE/TRANS/WP.29/1155, para 33). GRVA noted the written positions expressed by the European Commission, Japan, Germany, CLEPA and OICA. GRVA received comments from Canada, the United Kingdom and United States of America. GRVA welcomed Germany’s offer to facilitate discussions on UN Regulation 157 and to coordinate amongst stakeholders. |
4. | UN Regulation No. 79 (Steering equipment) | |
4. (a) | Automatically Commanded Steering Function |
GRVA noted the proposal of the experts from European Commission and the Russian Federation to initiate a Task Force on Advanced Driver Assistance Systems (ADAS). The industry (AAPC, AVERE, CLEPA, OICA) provided input and comments. GRVA agreed that the European Commission and the Russian Federation should invite GRVA participants to discuss and determine if a Task Force or other working body be formed to address any issues with UN Regulation No. 79 that need to be investigated and developed with regard to ADAS. If needed, GRVA will evaluate draft Terms of Reference for a proposed Task Force or other body on ADAS at its next session.

GRVA agreed to resume discussion on Risk Mitigation Function (RMF) and alternative Human-Machine Interface (HMI) for Remote Control Parking (RCP) based on proposals submitted by the experts from OICA at its February 2021 session. |
5. | Advanced Emergency Braking Systems |
The secretariat informed GRVA on the decision of WP.29 at its November 2020 session concerning AEBS (see ECE/TRANS/WP.29/1155, para. 75). GRVA provided guidance to the secretariat for the preparation of the corresponding working documents for the WP.29 session in March 2021. |
6. | UN Regulations Nos. 13, 13-H, 139, 140 and UN GTR No. 8 |
GRVA adopted ECE/TRANS/WP.29/GRVA/2020/31 and requested the secretariat to submit it as draft supplement to the 01 series of amendments to UN Regulation No. 13-H, for consideration and vote by WP.29 and AC.1 at their June 2021 sessions.

7. | UN Regulation No. 90 |
GRVA received a presentation by CLEPA regarding the Conformity of Production provisions in UN Regulation No. 90. GRVA agreed to continue the discussion on this matter at its February 2021 session on the basis of a working document. |
8. | Revision 3 of the 1958 Agreement | |

8. (b) | International Whole Vehicle Type Approval |
GRVA received a presentation on the activities of the IWGs on IWVTA and DETA. GRVA invited the experts from OICA and the European Commission to explore the implications of the guidelines amendments on UN Regulations managed by GRVA. GRVA briefly discussed (i) the need to implement the Unique Identifier provisions in a uniform manner and (ii) the two implementation options currently discussed by the IWG on DETA and GRE. GRVA agreed to resume discussion on that point at the next session. |

9. (a) | List of priorities concerning GRVA activities |
GRVA discussed items to be inserted in a list of priorities for GRVA for 2021. GRVA decided to consult the IWGs on FRAV and VMAD and to resume discussion at its February 2021 session. |
9. (b) | Artificial Intelligence |
GRVA discussed Artificial Intelligence, following the recommendations of AC.2. GRVA agreed on the importance of relevant definitions and discussed the need to narrow down the matter to specific aspects of relevance for GRVA. GRVA also discussed whether technology neutral provisions would be enough or if specific aspects of the technology would require particular attention. GRVA agreed that it could be premature to draft regulatory provisions, specifically for this emerging technology, at this stage. The Chair invited the delegations to prepare for a discussion at its February 2021 session, and to reflect on what principles could be drafted, if necessary, as a reference document or guideline document. |
9. (c) | Framework document on automated/autonomous vehicles (FDAV) |
GRVA discussed potential amendments to the Framework Document on Automated Vehicles. GRVA agreed to consult the IWGs on FRAV and VMAD on this matter and to resume discussion at its February 2021 session. |

The expert from France informed GRVA about the publication of their Strategy on Automated Vehicles and volunteered to make a presentation about it at the February 2021 session. The secretariat informed that the next session of GRVA would be held on 1-5 February 2021. GRVA agreed that the Silence Procedure outcome would be documented in the session report under this agenda item. |
