Proposal for amendments to Regulation No. 110
Document GRSG/2013/26
24 July 2013

Proposal to introduce type approval provisions for “valve control at stop-start”. The proposal would let the tank valves stay open in a commanded stop-start phase as is the case for the idling phase of vehicles not equipped with start-stop systems. These provisions are similar to those proposed for UN Regulation No. 67

9. | Regulation No. 110 (CNG/LNG vehicles)

24. The expert from the Netherlands introduced ECE/TRANS/WP.29/GRSG/2014/29 to regulate the direction of discharging the pressure relief devices of CNG containers. He explained that the proposal addressed the safety of not only the vehicle occupants but also the surrounding area. The expert from IANGV introduced GRSG-107-35, which suggests that the discussion should be deferred until after the outcome of the ongoing research conducted in the United States of America on this matter. The experts from France, Germany, Sweden and OICA questioned the impact of this proposal on design of vehicle categories M1 and N1. GRSG agreed to resume discussion on this subject at its May 2015 session on the basis of a revised document.

25. The experts from the Netherlands and IANGV introduced ECE/TRANS/WP.29/GRSG/2014/30 and its amendment GRSG-107-36 amending it. The expert from France raised a study reservation on the proposal and GRSG agreed to resume discussion on this subject at its May 2015 session on the basis of a revised official proposal by the Netherlands.

9. | Regulation No. 110 (CNG vehicles)

38. On the same subject than that mentioned under para. 35 above (new provisions for “valve control at stop-start”), the expert from CLEPA introduced ECE/TRANS/WP.29/GRSG/2013/26 proposing similar amendments to UN Regulation No. 110. GRSG adopted the document, as reproduced in Annex III of the session report, and requested the secretariat to submit the amendments to WP.29 and AC.1 for consideration at their March 2014 sessions as part (see para. 37 above) of draft Supplement 2 to the 01 series of amendments to UN Regulation No. 110.

7. | Regulation No. 67 (Equipment for liquefied petroleum gases (LPG))

34. The expert from CLEPA presented ECE/TRANS/WP.29/GRSG/2013/11, ECE/TRANS/WP.29/GRSG/2013/12 and GRSG-104-18 proposing to introduce into UN Regulation No. 67 type approval provisions for fuel selection systems respectively for “valve control at the stop-start function”. Recalling the discussion on the same subject under agenda item 8 on UN Regulation No. 110 (see paras. 38 and 39 below), GRSG agreed to resume consideration on this matter at its next session. In this respect, the Chair invited the expert from CLEPA to prepare, if necessary, updated proposals.

8. | Regulation No. 110 (Specific components for CNG)

39. The expert from CLEPA also proposed to introduce type approval provisions for “valve control at the stop-start function” into UN Regulation No. 110 (ECE/TRANS/WP.29/GRSG/2013/12). The expert from OICA presented GRSG-104-19 improving the proposed text. GRSG agreed in principle on the both proposals, but preferred again to refer the proposal to GFV for detailed review. GRSG agreed to resume consideration on this subject at its next session on the basis of a revised document by CLEPA.
