Innovation and Application of Testing Methodology on Traffic Rule Compliance for ADS-Equipped Vehicles

This document presents activities in China on a testing methodology for traffic rule compliance by ADS-equipped vehicles. The document addresses safety risks from inconsistent adherence to traffic regulations and proposes that ADS shall comply with traffic rules applicable to the dynamic driving task in the country of operation, applying the same rules as human drivers. It describes 12 core driving tasks categorized into safety, operation, and interaction clusters, 398 evaluation criteria, and 4 traffic elements. The methodology integrates virtual simulation, closed-site testing, and real-road testing to verify ADS compliance with traffic rules comprehensively within the operational design domain and in critical scenarios.

20. The representative of China presented (GRVA-23-44) research findings from the Research Institute of Road Safety (RIRS) under the Ministry of Public Security on the application of testing methodology on traffic rule Compliance for ADS-equipped vehicles. The study identified key safety risks, such as inconsistent adherence to traffic regulations during ADS testing, and proposed a multi-pillar testing approach combining simulation, closed-field, and real-road testing to ensure comprehensive coverage of traffic rules. The methodology included scenario-based testing, the development of 398 evaluation criteria to verify compliance within the Operational Design Domain (ODD). These findings were being implemented in the ADS evaluation in the Level 3 pilot project and were expected to inform future standards for ADS traffic rule compliance.

21. The representative of the United States of America, Co-Chair of the IWG on the Safe Use of Automated Driving Systems in Traffic (SUAT) under the Global Forum for Road Traffic Safety (WP.1), invited the representative of China to present these activities to the informal group at one of the next sessions.
