UN R170: Proposal for a 01 series of amendments

Proposal to clarify that Child Restraint Systems approved according to UN R129 or R44 may be used in vehicles of categories M2 and M3 with a 3-point belt and/or ISOFIX attachments without further requirements. As a result, Part I of UN R170 covers Built-in Child Restraint Systems for securing children from 40 – 150 cm in forward facing and rearward facing vehicle seats and Part II addresses Child Restraint Systems approved according to UN R129 or R44 which may be installed in a bus seat with a 2-point belt.

37. The expert from Spain presented informal document GRSP-78-03-Rev.1 with the status report of the IWG on Safer Transport of Children in Buses and Coaches (IWG-STCBC). The group had achieved its objectives and concluded its work with the submission this session of a proposal (ECE/TRANS/WP.29/GRSP/2025/10) for phase 2 of UN Regulation No. 170 which would allow the use of Child Restraint Systems approved according to UN Regulations Nos. 129 or 44 in bus seats with 2-point belts. She proposed that a task force would continue work on a number of issues identified by IWG-STCBC and develop amendments to UN Regulations Nos. 16, 107 and 173. GRSP agreed with this approach.

38. The expert from Spain then presented the proposal in working document ECE/TRANS/WP.29/GRSP/2025/10. The expert from Italy suggested to modify a date in the transitional provisions and the expert from the Kingdom of the Netherlands suggested to specify a fixed revision of standard ISO 6487. The expert from Spain submitted a revised proposal (informal document GRSP-78-46) taking into account the feedback received and also aligning with the revised proposal to amend UN Regulation No. 129 regarding small shoulder heights (see paragraph 34 and informal document GRSP-78-47-Rev.1). GRSP thanked IWG-STCBC for successfully concluding the work they had been assigned and adopted informal document GRSP-78-46, as amended (as reproduced in annex VIII) and requested the secretariat to submit it as a proposal for a 01 series of amendments to UN Regulation No. 170 to the June 2026 sessions of WP.29 and AC.1.
