During the consultations, the expert from OICA proposed to clarify (GRVA-22-06) the provisions for Electric Parking Brakes (EPB) to ensure consistent interpretation of the activation conditions for an Emergency Stop Signal (ESS), meaning that the ESS can be generated by application of the service braking system via the EPB control. He also proposed to clarify that the use of any braking system control for testing the effectiveness of the secondary braking system in failure conditions is allowed (GRVA-22-10).
67. GRVA postponed the review of ECE/TRANS/WP.29/GRVA/2025/34 until September 2025.
68. GRVA agreed to remove ECE/TRANS/WP.29/GRVA/2025/13 and ECE/TRANS/WP.29/GRVA/2025/14 of the agenda for the next session.
69. During the consultations, the experts reviewed the proposal tabled by the expert from CLEPA to amend UN Regulation No. 13 (GRVA-22-25 as well as GRVA-22-26 amending ECE/TRANS/WP.29/GRVA/2025/15) in order to allow for the approval of e-axles. They noted the urgency for some parties to adopt these amendments as well as the need to address final open issues regarding testing and validation.
70. GRVA noted the status report on activities regarding the development of e-axle provisions (GRVA-22-25).
71. GRVA agreed to keep ECE/TRANS/WP.29/GRVA/2025/15 and GRVA-22-26 on the agenda for the September session and also agreed to resume discussion on the basis of an updated version.
72. GRVA requested the secretariat to distribute GRVA-22-06 and GRVA-22-10 with official symbols at the next session.
3. GRVA considered the provisional agenda prepared for its twenty-second session (ECE/TRANS/WP.29/GRVA/2025/38). GRVA adopted it as reproduced in informal document GRVA-23-02/Rev.1, which includes references to all informal documents received until 2 June 2025 and with the following additions: GRVA agreed to consider, under agenda item 8(c) ECE/TRANS/WP.29/GRVA/2025/45/Rev.1 and ECE/TRANS/WP.29/GRVA/2025/46/Rev.1 as well as ECE/TRANS/WP.29/GRVA/2025/48/Rev.1 under agenda item 6 (a). (All informal documents considered during the session are listed in Annex I of the session report. Annex II provides the list of Informal Working Groups (IWG) reporting to GRVA.)
58. The representative of CLEPA recalled the purpose of their proposal for amendments to UN Regulation No. 13 (ECE/TRANS/WP.29/GRVA/2025/34) aimed at allowing for the type-approval of park-locks and presented a revised proposal (see GRVA-23-07/Rev.2). Several delegations noted that this proposal addressed their concerns expressed at previous session. CLEPA clarified that the test for PTI was not part of that proposal and that it would be addressed at European level. The secretariat invited the experts to look at UN Rule 2 adopted under the 1997 Agreement, aligned with the corresponding European Union (EU) directive in force in the EU. CITA confirmed that Park-lock was on the agenda of the IWG on PTI and that this could be considered.
59. GRVA adopted the proposal (see Annex VI of the session report) and requested the secretariat to submit it as draft Supplement 3 to the 14 series of amendments to UN Regulation No. 13 (Heavy vehicle braking) to WP.29 and AC.1 for consideration and vote at their March 2026 sessions.
60. GRVA resumed consideration of the OICA proposal concerning the possibility to generate the Emergency Stop Signal (ESS) via the Electronic Parking Brake (EPB) control. The delegations noted the potential necessity to revisit the definition of EPB. GRVA adopted ECE/TRANS/WP.29/GRVA/2025/45/Rev.1 and requested the secretariat to submit it as draft supplements to the 01 and the 02 series of amendments to UN Regulation No. 13-H to WP.29 and AC.1 for consideration and vote at their March 2026 sessions.
77. The representative of OICA presented GRVA-24-08 proposing to align the provisions of UN Regulation No. 13 with those already approved by GRVA (ECE/TRANS/WP.29/GRVA/2025/45/Rev.1) for UN Regulation No. 13-H. GRVA requested the secretariat to submit it as draft supplements to the 12, 13 14 and 15 series of amendments to UN Regulation No. 13 to WP.29 and AC.1 for consideration and vote at their June 2026 sessions.
