a. Main outcomes of previous REC meetings

Baarbé said the group is still working on the principle of a two level approach. Therefore it becomes necessary that enough Contracting Parties (at least 20 %) still apply level 1 when the amendment (Rev. 01) introducing level 2 comes into force. To date only Russia stated that it was interested to retain level 1, but further discussions at the GRPE plenary meeting on 7 June are seen to be necessary to get feedback from other Contracting Parties. Baarbé and Martinez explained that in accordance with Council Decision 97/836/EC of 27 November 1997 member states of European Union have to take a uniform position on how to implement an ECE Regulation based on the 1958 Agreement.
