These general guidelines, based on ECE/TRANS/WP.29/1044/Rev.2, as amended by WP.29-182-11, provide guidance to subsidiary bodies of the World Forum for Harmonization of Vehicle Regulations on procedures for making and amending UN Regulations and drafting their scope, administrative provisions, alternative requirements and cross-references. The guidelines emphasize mutual recognition of UN type approvals and clarify that UN Regulations are optional for Contracting Parties. They address procedures for new UN Regulations, series of amendments, supplements, and corrigenda, with transitional provisions specifying dates when Contracting Parties must accept or may refuse approvals. Special procedures apply to UN Regulation No. 0 on International Whole Vehicle Type Approval, amended no more than once per year with Date (b) by default set at 1 September of the year following adoption.

92. The Chair of the IWG on IWVTA presented the proposal for amendments (WP.29-182-11) to the General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/WP.29/1044/Rev.2).

93. WP.29 endorsed WP.29-182-11 and requested the secretariat to issue a new Revision 3 of the General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations, based on WP.29-182-11, for consideration and vote at its March 2021 session.

26. GRBP took note of the highlights of the November 2020 session of WP.29 on GRBP and common issues (GRBP-73-10). In particular, GRBP was informed that WP.29 had revised a transitional provision on the possibility of granting type approvals according to the preceding series of amendments to a UN Regulation (WP.29-182-11).

61. The secretariat introduced the General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations (ECE/TRANS/1044/Rev.3). WP.29 adopted the document.

62. The representative of OICA indicated that paragraph V.9bis in section A. Transitional provisions for vehicles, vehicle systems and the installation of equipment and parts in new vehicles of part II. Aide-mémoire of Annex 1 could be renumbered as paragraph V.10. He also indicated that paragraph C.9 in section B. Transitional provisions for equipment and parts, of part II. Aide-mémoire of Annex 1 may too be adapted in the future.
